Fleur Carson knew Yusuf Zuck very well. She believed that Yusuf Zuck was still in the capital because he was waiting for news about little Ross. Since he was in the capital and not with Miles O'Brien and the others, there could only be one place he was hiding.

So Fleur Carson came to Ruth Wilcox's home, a place she often came to pick up and drop off Ruth when she worked as her driver, so she was familiar with this villa district.

Fleur Carson jumped over the gate to enter since it was locked, leaving her no choice but to hop over.

However, the villa's door was not locked, and when she pushed on it, it opened directly.
