Rakshesha's Mark has an incubation period of three years. If it hatched inside Raphael's body then the current Cypher would not be able to defeat it. Even if Cypher will grow stronger in the future, he wouldn't be able to kill his best friend.

Sure, an Apex Hero, the highest rank, would be able to kill it but they already left this world. Even if Elite ranked Heroes were dispatched, some of them will surely die.
