While Tom was stuck at school, Lord Sirius Black has been working hard on his Lord's plans.

These last months in the Wizengamot have been annoying, to say the least. How to treat creatures is something that's widely disagreed on. No matter what side of the political spectrum a wizard is on, everyone's opinion on how to deal with the sentient creature population is different.

Some want them eradicated or exiled, and others want them cured, treated, or peacefully integrated into society.

Every meeting of the Wizengamot since the vote on whether to ban sentient creatures from residential areas failed has been filled with arguments.

Since finding out about the state of the Wizengamot, Lord Riddle has tasked Sirius with putting together a bill detailing how the government would deal with this problem.

Blood to be marketed for vampires along with the newly created wolfsbane potion and many other solutions for different peaceful sentient creatures are finished and ready to be launched into stores.

Another add-on to the bill is changing these people from creatures to citizens. As they are labeled by the government as creatures, they technically aren't citizens at all. Even if they were born here, which many of them are, they would always be treated like animals instead of the people they are.

When the time to present the bill came, Lord Black arrived at the Ministry half an hour early. He came early to prepare for his presentation of the bill.

Sirius has to stand before everyone and give a short explanation, which will be hell as many will disagree and try to make trouble.

Once the time arrived, Lord Black entered the hall filled with stations for each sitting member of the Wizengamot. The seats were packed and everyone was looking at Lord Black expectantly.

Everyone has already arrived, so Lord Black walked up the aisle and stood at the podium in the center of the hall.

"Attention!" An aged Wizard bangs his gavel and draws everyone's attention. "We all know what this meeting is about. We're voting on a new bill being brought forth by Lord Sirius Black." As he says this, many look interested while others look very displeased. "Lord Black let's not waste time. Please begin."

"*Ehem* Good evening, Lords, Lady's, and elected officials." Lord black clears his throat and greets. "In front of each and every one of you, you shall find the bill that you'll all be voting on. Said bill is filled with actions to better our society through the integration of many sentient 'creatures'." Sirius emphasizes the last word. "I say that because these people are not creatures. We've labeled them so out of fear and hatred. This bill will also amend that and change that designation to citizens."

As Lord Black gives a short synopsis of the bill being put forth, many started skimming through the bill while others merely glared at it in hatred.

Some tried to make trouble and voice their displeasure, but the aged wizard would just bang his gavel and threaten to have them escorted out. None of them wanted that, as they have to speak out against the bill when the time comes.

"I know many of you see this as giving monsters rights, but there are some parts of the bill you may enjoy." Lord Black smirks proudly. "With the new rights and services rendered to these citizens, they also have to abide by some stipulations that will be put to law. These stipulations include different things for different people. With the added blood stocked in the markets, vampires won't need to drink from the vein anymore. Therefore, if they wish to drink from the vein again, their 'meal' cannot be killed and must consent without any sort of magical or threatening persuasion. If this new law is broken, said vampire will immediately be captured, put to trial, and put to death, depending on the verdict of course."

When many of the opposition heard this, they became extremely interested, but not all of them. They see this to be pointless as they can already kill vampires as they aren't considered people.

"Many stipulations like this are in this bill. For every race being given rights and citizenship, there's a clause like this to protect the populace from those that won't comply with the rules." Lord Black announces happily. "Now, I won't take up more of your time. This bill will be voted on in the next session we hold in one week. I ask that all of you, even those unhappy about this, read through the bill and give it a chance."

"Thank you for your time." The aged wizard with the gavel says as Sirius leaves the podium and took his seat. "Does anyone wish to speak out for or against this bill?"

When he uttered those words, almost everyone in the room raised their wands.

Soon, one after the other wizards were brought forward and given time to speak their views.

Toms followers sat back and watch as people spoke racist remarks about every sentient creature under the sun. What's funny to many of them is these people mostly belonged to the 'light' sided politicians and lords.

Although they like to speak about helping everyone and ending the 'dark' sides racism against muggles, they themselves will stand before their peers and spew venomous hatred towards different groups of people.

Toms followers may feel what they say is right, but that doesn't mean they aren't enjoying the high road for once.

Many of them were given time to speak as well and had the distinct pleasure of looking down on these 'light' sided individuals.

"I can't believe such racism is allowed to be spoken in this hallowed hall."

"These are people we're talking about! Flesh and blood like you and I..."

"What horrible behavior!"

"We shouldn't be shunning these people! They are valued members of our society!"

Every one of Tom's followers took great pleasure in throwing the 'light' sides words right back in their faces.

"That concludes this weeks session of the Wizengamot. We will vote on Lord Black's bill in the next session. Goodnight all."
