Chapter 3: Lycans

"An unbreakable vow promising to never betray the pack, and always have the packs best interest in mind. Nothing much."

Fenrir watched in caution as his subordinates stilled. The possibilty that they might kick up a fuss had obviously come to mind, but this was something he couldn't have any lenience with. Handing out power to what essentially amounted to a group of criminals in the Wizarding World, whether or not they deserved the title, is definitely a bad idea. He needed something to ensure stability during the early stages of his plan.

Predictably, the first to speak was a red-faced Elias. "Absolutely not! This is a ridiculous request! Do you not trust us?"

"You blame me?"

Elias bit back a retort as Griffen intervened, "Be reasonable Fenrir. Although we've had our fair share of disagreements in the past, Elias and I have remained loyal throughout. You have no reason to doubt us." As much as Griffen tried to hide it, desperation still laced his voice.

Fenrir had to hold back a snort at that last sentence. He had every reason to doubt Elias, even if Griffen seemed trustworthy. However, it wasn't as simple as refusing to turn them. If they didn't take this vow then how could the everybody else in the pack? More then likely, the sight of the seconds in command rejecting the offer would stir others to do the same, hoping to pressure Fenrir into dropping his conditions.

On the other hand, if Elias and Griffen agreed others would follow by example. A compromise was needed. The three men quickly broke into an argument.

During all this Slyvia had all but blended into the background, more than happy to not get involved. Her thoughts we're focused on trying to figure out why she was here. Despite this her mind wandered to the current predicement, the new breed of Werewolf. It was insane. This could change everything for her, scratch that, the entire pack. Very possibly the entire Wizarding World.

Sylvia believed she might very well be witnessing history in the making.

Listening to them go back and forth for a few more minutes, she held back a sigh of relief as it seemed they'd finally come to a compromise.

They set a date.

The following hours we're complete chaos for the pack leader as he explained to the situation to the pack. Standing in front of a large crowd he repeated his pitch from earlier, showing them his transformation and the unbreakable vow he'd created for them.

Long story short, if they took the vow, intentionally betraying the pack on a detremental scale would result in death. They would be held to this vow untill the pack is gone, or the pack no longer serves the goal of aiding Werwolves. If the pack turns on one of its members, said member will no longer be held to the vow either. They would also be free of the vow if they leave the pack with Fenrir's blessing.

As Fenrir proceeded with his speech Elias, Griffen and Sylvia were nowhere to be seen. The three of them were unconscious deep within the cave as their bodies accepted Fenrir's bite.

"For centuries our kind has been regarded with fear and disgust by wizarding society. They refuse to accept us as fellow Witches and Wizards, treat us like mere magical creatures." His voice was calm and quiet, but heard by all. "For too long has the Ministry sat in silence, witnessed us be persecuted for something that is no fault of our own! Now we have been given the opportunity to put a stop to everything, to the injustice of it all! No longer will we cow at the Ministers wand!

"I, Fenrir Greyback, promise from this day forward we will not be dissmissed as meagre beasts!"

The atmopsphere of the room had practically become tangible as the entire pack had their hearts rattled. Even babies in their mothers arms could feel the change, almost like magic itself had acknowledged his promise.

"We are Lycans!"

Lying in bed Fenrir felt a sense of triumph wash over him. His speech had relatively been a success. With an excited grin he contemplated the next steps of his revoultion. This was only just the beginning, a small victory. There was so much more to come.

Elias, Griffen and Sylvia had all become Lycans, that's what he had decided to call this new breed, and had shown their changes to the pack. If Fenrir's speech didn't convice them, then watching others benefit from his bite did.

One by one people came forward and took the unbreakable vow, despite the fact neither Elias, Griffen or Sylvia did. Of course the pack didn't know that. The deal was that they could abstain from taking the vow, but had to lie and say they did. This way others followed their lead.

At the reminder Fenrir's thoughts drifted to the young witch, Sylvia. She was a key part in his plans. Fenrir knew he couldn't take the lead in this, he was simply too well known. A criminal famous for targeting children, responsible for multiple deaths and an Ex-Death Eater. How could he be in the spotlight and hope to accomplish anything? The public would not listen to a monster.

That's where Sylvia came in. Where Fenrir would oversee the underbelly of this operation, doing the dark tasks nobody wanted to, Sylvia would be the face of it all. She was the best candidate. Young, a complete education, clean record, not to mention pretty. He could shape her up to be the charismatic false 'leader' they needed.

A bright young witch with a promising future ahead of her falls victim to a Werewolf. When all hope seems lost she inexplicably evolves into something else. Something that the Minsistry can not ignore. Werewolves across the country see her as the hope they've desperately been searching for. This would be the spark to ignite the revoulution.

A revolution is always needed when something is not right and the ruling institutions will do nothing to make it right. When this happens, it means that the time has come for the people to come together and fight for their own interests, sometimes by fighting to press the establishment to reform itself, other times to take the matter (and the power) into their own hands. It seemed it was time to take the latter route.

Fenrir knew it wouldn't be so simple, but this was just the basis of what he hoped to achieve. He needed goals, and he needed results. High morale could only a achieve so much, thus he started scheming.
