After the subsequent tragedies in Cardinal Peaks, the Sultan of Qeddah, Sultan Areef Al-Naufal allocated substantial relief funds to help rebuild the town. Responsible for overseeing the allocation of the funds, Mayor Rachmat Sulong divided them into grants which were then offered in an open tender. Most of it was awarded to the Dreadnaught.

Having steam-powered technology at his disposal, a lot of the construction works were completed on if not ahead of schedule. This stirred unrest in the Marque de Ivory Guild as their leader, Mormont Deveraux felt that he was being overshadowed by the dominance of Dreadnaught.

Lord Mormont, feeling threatened by the rise of Dreadnaught, began to voice his concerns and rally support among the people of Cardinal Peaks. He made his thoughts public, accusing Dreadnaught of using forced labor and unconventional technology to complete the grants.

The rivalry extended beyond the rebuilding efforts, with both Dreadnaught and the Marque de Ivory Guild engaging in political maneuvering to gain favor and influence.
