As the saying goes, don't fear the thief who steals, but fear the thief who covets; yet this adage isn't very applicable in Gotham. In Gotham, the vast majority of thieves linger at the bottom of the food chain, for at the top are armed robbers wielding real guns.

However, a few thieves are exceptions, including the infamous Catwoman.

Most of the notable aerial thieves who rank alongside Catwoman are career criminals with a strong sense of professional ethics. Their usual targets share several features: relatively easy to bully, weak security awareness, minor firepower, located in weakly defended places, and surrounded by suitable terrain for escape.

Typically, thieves favor such locations, but Catwoman is notorious for challenging this norm.

She specifically selects targets that are the most unyielding, with keen security awareness, substantial firepower, severe defenses, and are extremely difficult to escape.

In simple terms, such places include the estates of the Twelve Families, the jewelers of Gotham City Center, the safe deposit boxes at the bank, Gotham Auction House, and even the estate of Schiller Rodriguez.

Moreover, her exploits go even further; as a thief, she managed to charm Gotham's most renowned vigilante and move smoothly into his estate.

As the leader of the Four Great Thieves in the East District, Catwoman is famously known there, and her reputation has spread to other districts as well.

A vast majority of the residents in the South and West's rich areas do not fear petty thieves like Catwoman, since it is well known that Catwoman is interested only in jewels.

In reality, most jewels aren't too valuable, and residents of Wealthy neighborhoods tend to think, "If Catwoman, with her talents, only steals jewels and doesn't engage in killings in a place like Gotham, thank heavens."

Hence, even when Catwoman staged criminal acts in the past without much of a backlash, the mindset of most residents in the affluent areas was that if she comes, she comes and if she steals, she steals, just do not break anything, create explosions, or point a gun at me, take whatever you want and leave, Jewels can be replaced.

After all, in Gotham's current state of law and order, losing material items is the smallest of losses, and if they could pay for their lives, everyone would happily do so.

Some might wonder why they might not make an attempt to stop Catwoman.

The problem is, if even Godfather Falcone can't stop Catwoman, then their efforts are but futile endeavors wasting time, energy and bullets. She doesn't take much, it is better to pay the cost and ward off the calamity.

This leads to the further growth of Catwoman's reputation, her excellent stealing skills echoed throughout Gotham, a fact Lady Goth understands well.

An average household might not fear theft, but Lady Goth couldn't. After all, her estate housed items that were better left unseen, that includes her rewards gifted by the Great King.

Since cooperating with Leon, Lady Goth used her social status and wealth to assist the Great King with numerous affairs, and thereby received several unique collectibles from him.

Lady Goth has not seen the Great King, but, by just taking a look at these collectibles, it offers a taste of his identity's tip of the iceberg. This strengthens her determination to work for him.

However, the Great King had decreed that this wasn't the best time to reveal his identity. If Catwoman, a once-in-a-lifetime thief, infiltrates the Goth family's estate, turning it upside down, his identity would definitely be exposed.

On this thought, Lady Goth hurriedly contacted Leon. When Leon arrived at the Goth Estate, he instantly scolded Lady Goth and said:

"What are you panicking for? Over a mere thief? Is there really a need for you to throw yourself into such disarray?"

Lady Goth wiped her brow and replied: "But...but, I can't have my identity exposed, if the Godfather finds out that I misused the shipyard and the dockyard...I'm done for!"

Leon scoffed and retorted: "Is it the Godfather who's out to steal? Since it's not, why are you panicking?"

"Just a petty thief and you're this flustered? If in the future you have larger tasks for our Great King, won't you be messing up every single day?"

"Yes, yes, I was a bit muddled just now." Lady Goth clutched her chest and nodded: "After all, there has been no news from my daughter for a while now. I've been growing anxious these past few days..."

Leon reclines on the sofa, glancing sideways at Lady Goth: "A thief proclaims to break into your house and steals, even giving you a heads up, why haven't you alerted the police?"

"Call the police???" Lady Goth showed an incredulous face and said: "In Gotham, no one calls the police. They're useless. Moreover, whoever calls the police admits weakness, and that could cost them their lives!"

"At this point, and you're still fussing over these matters? Do you really want a petty thief to casually tamper with the Great King's rewards for you?!"

Lady Goth was still somewhat conflicted, but Leon had already walked over to the phone. He dialed a number and said: "Hello? Is this Gotham Police Department? Here's the situation..."
