Traditionally, the Chinese follows a decimal numbering format, which means they count by base 10. As such, nine, as the largest single digit number, is viewed as the number of extremities. For example, if you frequently read Chinese novels, you might have stumbled by the term Nine Heavens or something similar to that sort. Basically, the Ninth Heaven refers to the highest regions of the heavens, the most extreme peak. Similarly, the Ninth Netherworld refers to the lowest regions of hell, the most extreme end of it.
To summarize, the number 'Nine' might or might not be taken literally, depending on the context. Sometimes, it might only be referring to the idea of 'extremities'.
Just to further clarify, their currencies and weighing scale don't necessarily obey base 10, such as in terms of weight 16 liang = 1 jin, where 1 jin = 0.5kg.
