"GOT IT"
Pulling out his hand Oliver was holding a lot of things, mainly rat poop and dust, but amongst them was an old plain silver ring.
Oliver didn't bother normally inspecting them and directly used the 4th circle spell analyse.

Playing with the ring in his hand he quickly put it on and left the treasury, where general Rolan nodded, happy that he had been right about Oliver and he didn't try something.
"Those are some ... unique pieces you got there, mind telling my why you passed up the numerus excellent mages robes and books we have in the treasury?"
Oliver didn't even bother looking back at Rolan as he raised his shoulders.
"They are said to be old possessions of Merlin, not very powerful but to any spellcaster who likes collecting stuff they are invaluable."
General Rolan didn't bother stopping Oliver while he left his Office, as he closed the vault door and went back to his paperwork with a sigh.
Oliver on the other hand could barely contain his excitement, and immediately booked one of the most expensive and secure rooms in the inner city.
In his room Oliver started trying to understand the outermost seal.
Seals were, basically just a type of enchantment, at least these once were, as Merlin was known as a verry powerful enchanter.
That didn't mean this was going to be impossible though, no matter who you where, or how powerful you had become, some basic rules couldn't be broken.
One of rules was, 'enchantments on enchantments is a bad idea'. Even the fact that Merlin managed to put 5 enchantments on top of each other was legendary to any enchanter, and thus Oliver.
But it was evident that Merlin still hadn't completely overcome this rule, as each subsequent enchantment was considerably weaker than the last.
This was to a point that, even though the first enchantment was likely a grade 10 seal enchantment. The outer most enchantment could be picked apart by a grade 2 enchanter like Oliver.
Of course it wasn't going to be easy. But that didn't deter Oliver, on the contrary, not only did he have a giant smile on his face, he also couldn't help but instantly begin working.
...
And so time moved on, 2 weeks to be exact, as Oliver did nothing but work, sleep, and eat. Not leaving his room for even a second, but it was all worth it.
Oliver sat panting on the floor, in one hand, the pair of leather boots, now looking rather shiny. In his other hand, a ring, also looking much better than before, but still like a cheap ring.
'I did it, these items, are insane.'
Hearing about them was one thing, but seeing the things gave one a whole other perspective.

Oliver of course knew that there would be tutorial restrictions on such a powerful pair of equipment, hell, it was public knowledge that all gear gold and above was restricted in the tutorial.
'All magic stats, and blink, getting blink in the tutorial, that's just crazy.'
Blink was normally similar to analyse a fourth circle spell, yet even with the tutorial restrictions on the boots spells it still let him use it.
Even though that was amazing Oliver was honestly more excited about the 'all magical attributes' that gained a plus 5.
To many lower floor challengers this might not sound that good, but they didn't know about hidden attributes. Even Oliver, who knew about the 3 most known once knew that there should be more, and even though he didn't know about them in detail he still gained 5 points into them.
It also didn't mention AP, which was another relieve.
Creatures required more and more AP to level up an attribute the higher their attributes climbed, but since it merely stated stats, it would add 5 even if Oliver already had 1000, and needed countless AP to gain more stats.
Having calmed down Oliver inspected the ring.

It was instantly clear to Oliver why Merlin's ring was ranked better than the boots.
Sure, the blink spell might be incredible, but both dimensional storage and mana burning were as good if not better, especially at the level given to Oliver.
Normally both spells would be slightly worse than blink, but both 10 cubic meter storage and a doubling in spell effectiveness were far better than the normal dimensional storage and mana burning spells.
Normally dimensional storage, as an incredibly complex spell enchantment couldn't be combined with other enchantments to create a bigger and more complex one. But not only did Merlin do it, he managed to increase the normal storage 10 times. And that was with all the limitations still on the ring.
Normal storage rings also couldn't contain living things, nor would they stop time, at best they would slow time down to a crawl.
Mana burner would normally at max give a 20% bonus, and that was only to the power of destruction spells, not all around effects of every spell.
Plus, even though Oliver gained an extra 80%, the ring required as much mana as the normal mana burning spell.
Over all Oliver couldn't be more happy with these items, he honestly hadn't even expected half as much with the tutorial restrictions still in place.
Never the less Oliver didn't have time to dilly dally so he put on his new items and went on his way after cleaning himself up a little.
