Mo Fan decided to apply for the Fire School when he was asked to join the exchange team by the Dean which he agreed to after getting the Focus Necklace.
As for Lin Feng he joined the Earth School instead, he decided to have Earth as his primary since he talent empowered that element.
As for the student exchange event he refused, why should he put his life on line in Jinling, he wasn't being paid a Focus Necklace and neither was the rest of the students but they didn't know Mo Fan was 'given' something.
As for the whole experience thing came up for discussion he simply showed the Dean his Hunter file.
In fact was more likely to be safe in Jinling, he was stronger than before. Firstly the exchange competition wasn't until a few weeks later just before their next semester began.

While he was preparing to help the guy he decided to use half of his cultivation time in the three step tower, this time he would improve his Earth Element and bring his Light element to the limit of the second tier.
