The ANBU has been monitoring him for half a year already. Increasing the surveillance a bit more—what difference would it make?
In the short term, as long as Kazuki doesn't directly challenge the higher-ups, even if Danzo wants to deal with him, the Third Hokage won't allow it. He fears that such actions would provoke a backlash from the Uchiha.
Moreover, assassinating a Jonin on Uchiha territory is no easy task.

Standing in the dark for a long time, Shisui sighed and quietly left.
He didn't return home to rest but headed straight to the Hokage's office. He needed to report what happened at the clan meeting to the Third Hokage—part of his role as a double agent.
How much critical village information Shisui shared with Fugaku was known only to him.
From Kazuki's perspective, calling Shisui a double agent was inaccurate; he was more a spy for the village's higher-ups. His loyalty lay entirely with the village, much like his predecessor, Uchiha Kagami.
Upon learning of this, the Third Hokage canceled his plan to go home and rest, staying in his office, frowning and contemplating how to handle Fugaku the next day.
The next day, news of the clan meeting spread, and many Uchiha members applauded Kazuki's actions. This reaction revealed how much resentment the Uchiha had endured over the years.
Ironically, despite knowing this, the clan leader and elders never sought to change the situation or even make basic efforts to fight for their rights. The clan leader kept backing down, and the elders focused on recruiting followers to strengthen their factions.

The ninja school was closed today, so Kazuki didn't need to go there. When he wasn't monitoring Sasuke and Naruto, he would use his daily copying opportunity on others, such as Shisui or clan leader Fugaku.

The greater his reputation, the less likely Danzo and the Third Hokage would dare to act against him.

It seemed he wouldn't need to trouble himself.
On his way to the police force, Kazuki unexpectedly encountered Sasuke trailing behind his brother Itachi, who seemed to be taking advantage of some free time to train Sasuke.
Since he met them, he wouldn't waste the opportunity. Kazuki decisively used his copying ability on Sasuke.
"Copy successful, acquired partial Sharingan ocular power. Integrate?"
"Integrate."
If not stimulated or emotionally disturbed, could the continuous enhancement of spiritual power and Sharingan ocular power lead to the evolution of the three-tomoe Sharingan into the Mangekyo Sharingan?
Kazuki's hypothesis remained unproven.
Over the past six months, he had absorbed and integrated considerable Sharingan ocular power and spiritual power, even merging much of Indra and Ashura's chakra.
Perhaps his ocular power, spiritual power, and chakra hadn't yet reached a critical point, so the changes were not obvious.
Accumulating bit by bit, Kazuki believed that one day it would lead to a qualitative change, even giving him a pleasant surprise.
Despite knowing the high probability of a fruitless trip, Fugaku resolutely went to the Hokage's office.
Whether the problem could be resolved depended on negotiations. But whether or not to go was Fugaku's own decision. If the clan members discovered that their clan leader made empty promises without taking action, it would severely damage his reputation.
In the Hokage's office, Fugaku didn't hold back and directly addressed the issue. He believed the Third Hokage was prepared and had even thought of how to persuade him, given that Shisui would have reported the matter immediately.
After Shisui's report the previous night, the Third Hokage had carefully considered the Uchiha's complaint issues. Without Shisui's explanation, the Third Hokage knew that the Uchiha had harbored significant resentment over the years.
The difference was that no one had voiced it before.
Now that someone had flipped the table, bringing the issue to the forefront, the Third Hokage had no choice but to address it.
Previously, he could feign ignorance; now, he couldn't.
"Fugaku, I see the Uchiha's situation clearly. But you know, since that incident, the village has faced a shortage of capable personnel. Handling complaints is something I'm powerless to address."
Handling the issue was one thing, but how to handle it was another.
As usual, he tried to pass the buck.
I agree to handle it, but we lack manpower. Since there aren't enough capable people, the Uchiha must endure for now.
It's not that I, as Hokage, am unwilling—there's simply no one available.
Mentioning the Nine-Tails incident darkened Fugaku's expression.
This was the worst defamation the Uchiha had suffered since Konoha's founding, and the Uchiha couldn't refute it. The suspicion on the Uchiha was too strong, as the masked man controlled the Nine-Tails with a Sharingan, causing Kushina's death and indirectly leading to the death of the Fourth Hokage, Minato Namikaze.
The Uchiha neither acknowledged nor could escape this burden.
Despite the clear evasion, Fugaku had no recourse. He had anticipated this outcome.
This was still a relatively good result.
If Danzo were present, he would undoubtedly berate the Uchiha, saying all sorts of unpleasant things.
Despite this, Fugaku couldn't give up so easily.
