The Golden Lion had yet to officially begin his "East Blue Destruction Plan" or recruit pirates to rebuild his Flying Pirates, so the islands were mostly inhabited by this winged race. For them, the collapse of the floating archipelago wasn't a fatal threat but rather the beginning of a new life, free from the Golden Lion's rule that had oppressed them for over a decade.
Seeing this, the kind-hearted Carina sighed in relief.
If it weren't for the execution of this beheading plan—being the most effective strategy—she wouldn't have allowed the situation to endanger these people without giving them a chance to escape.

From the moment Carina received Kahn's mission to killing the Golden Lion, taking his Float-Float Fruit, and teleporting back to report, it took her less than an hour.
Without the Paramecia Teleport-Teleport Fruit, what could one accomplish in an hour? Even Kahn himself would take longer than that just to hand over supplies. If they had sailed to the first half of the Grand Line, using Violet's clairvoyance from Sabaody Archipelago to find the Golden Lion's base camp, it would have taken more time. At most, Carina and her sisters could have ventured an hour beyond the waters of Wano, but even then, they wouldn't have made it to the outer seas of Dressrosa.

Kahn wasn't at all surprised by how quickly Carina and her team completed the task. After all, this wasn't the first time she had handled a mission with such speed. With Carina's quick-thinking mind, her precise intelligence as a traveller, and the powerful abilities of the Perfect Squad, Violet, and Oroka, Carina could easily devise more than one tactical approach.
When Carina handed over the Float-Float Fruit, Kahn gently patted her head in response to her expectant look as if asking for credit. However, he soon found himself hesitating.
Should he give this Paramecia Fruit, which rivalled even the Quake-Quake Fruit in power, to Kuina? She was the only one among the Cross Family maids who hadn't consumed a Devil Fruit and didn't seem interested in doing so. Or should he find someone else, train them as a powerful new asset, or create a new Perfect Work to wield the Float-Float Fruit?
