"money speaks" can also encompass having a rich background and the respect or influence that comes with it.
It also implies that people from wealthy families often receive deference and opportunities because of their financial status and family connections, rather than their individual merits alone.
This broader interpretation includes the social capital and respect derived from one's family wealth and background which was the case with Bai Lung.
Yeah! He played the role too by altering the people's perception of Ling Fei by the whispering and rumors he started. Then again, it was well executed not because he was Bai Lung rather he was a 'Holy Envoy, from the capital, born in a family of the chief judiciary,'
Not to mention, Bai Lung even handed a pill to Beta Fang for speaking 'Truth' in front of everyone, which generated greed in the hearts of others as each of them also spoke against Ling Fei, which also aligned with money speaks.
I don't know if you find it 'annoying' or 'useless' as I don't have a long title, then again, a word to wise is sufficient.
I hope you won't mind or get annoyed with my short and meaningful title that can align with the story rather than a long title that can describe a chapter.
