Chapter 53: The Mind Of A Ruler II

...........

"What do you think of the city?" Only a month has passed since Isaac started all of his plans for the Village of Rain, and the village has basically already turned into a city.

Eternal City, Isaac named it. The city was very quickly expanding though it wouldn't have mattered even if there was no change, Isaac would've still called it a city.

In the Ninja World, Shinobi villages are synonymous with the military, almost like a breeding ground for the nobles' lapdogs.

There are expectations, good nobles, and even Daimyos, but exceptions aren't the rule.

It's too easy to lose yourself in power, and the nobles and Daimyos seek to maintain and even expand their power, both of which can be done through war.

Isaac noticed it a long time ago, most Kages seem to respect or at least find the position of the Daimyo natural, following their rule.

However, how could the Daimyos feel safe when powerhouses like the Kage live within their rule, with heaven-defying powers, leading an army of similarly strong individuals?

War, to some Daimyos, is a tool to consume the power of the Kages, or specifically, the Shinobi villages.

That's nothing strange even in Isaac's previous world, just how many lords used many underhanded methods to keep their vassals down, all in fear of betrayal? Too many to count.

That fear is sometimes justified for it's human nature to seek more, to seek power, glory, and riches.

"Good, although a little gloomy," Beside Isaac was Konan who pretty much followed him around for most of the entire month, seemingly interested in learning all he had to teach.

She basically became his assistant as her serious attitude and desire to learn made her very helpful, especially when communicating with the Shinobi of the City.

"Hmm, indeed," Isaac nodded his head, looking thoughtful, "We should introduce some greenery to the city, build some gardens, and maybe better lighting?"

The city hasn't changed nearly enough to mask its industrialized nature, all gloomy, its walls that of cold unflinching metal.

"We should also isolate the industry side of things from the rest of the city," Isaac mused.

"Shouldn't we build more Foster Homes for the children? There are many with either dead parents or bad parents," Konan softly suggested.

"Do you want to be responsible for it?" Isaac instead asked, obviously agreeing to her suggestion though the anticipation in her eyes told him that she wanted to oversee the project herself.

Konan loves children very much, maybe they remind her of her childhood. Since they eliminated Hanzo, she started supporting the only foster home that was in the village, but just one was certainly not enough.

"Yes," Konan's eyes hurriedly nodded, "I can also help in making playgrounds for the children." Everything she didn't get as a child, she wanted to provide for the children, giving them some warmth against the cruelty of the world.

"This is the place," Isaac suddenly said. They have been walking for quite a while, treading the cold alleyways of the city to finally reach a low-rise apartment building.

Strangely though, no one seems to be able to see them, despite their appearance being known to the people of Eternal City.

Well, Isaac is known only by his white mask, showing just his gorgeous eyes. His identity can not be known just yet though pictures of him were being spread very quickly, mostly due to his eyes.

The city even when it was ruled by Hanzo was already very industrialized, thus they got access to Cosmic Eye Innovations' products very quickly, especially phones, by which they took the pictures.

Isaac and Konan walked up to the apartment building, heading directly to the second floor. They soon stood before a specific door.

Isaac seemingly turned intangible as he passed through the closed door. Konan, on the other hand, scattered into a bunch of origami, all slipping through the cracks of the door before assembling inside.

Within the small apartment were almost a dozen people, most of them looking anxious and fearful while the rest had hatred painted all over them.

"They also can't see us? Or hear us?" Konan couldn't help but wonder. After all, the people here aren't like the common people outside, but full-fledged Shinobis.

"It's a simple manipulation of light to achieve invisibility, the same with sound though we should be easily detectable by any sensory shinobi? They don't seem to have one," Isaac explained.

"What about the first time we met? Nagato couldn't detect you," Konan wondered, though directly after, she felt somewhat embarrassed for prying too much.

However, that didn't seem to be a secret Isaac wanted to keep, "That's due to Dimensial and space techniques, very complex."

"Oh," Konan somewhat understood what he meant.

It's somewhat very simple, starting with his self-created dimensional technique that allows him to access the gray dimension, a mirror dimension of the real world.

However, the twist comes when using the Flying Thunder God Technique.

Before the Flying Thunder God Technique can be performed, users must first mark a target with their technique formula.

The formula is applied after the merest touch and cannot be removed, so imagine what happened when Isaac marked the ground within the gray dimension.

Isaac was teleported to the same place though in the real world as if the gray dimension rejects such a form of teleportation, or most likely, it mirrors the real world so much that he basically can mark it through the mirror dimension.

That was a fascinating proposition that made him think of Kamui, a space–time ninjutsu that can be used with Obito Uchiha's Mangekyō Sharingan.

Kamui allows the user to transfer objects to and from another dimension. These transfers are often characterized by a spiraling void that targets swirl into or out of, distorting their form as they move between dimensions.

However, an application of Obito's right Mangekyō is the ability to turn his body intangible, automatically transferring body parts that otherwise would have been in contact with the overlapping matter into Kamui dimension.

Everything he's touching, including his clothes, weapons, and even other people will become intangible too, something Obito was able to use defensively, making all attacks pass through him harmlessly.

Isaac has basically achieved that if combined with his projection technique. The only issue would be how fast he can escape into the mirror dimension, something that requires a grand runic seal to open.

"I will take care of them," Said Konan as she eyed the oblivious individuals before her.

"Make it quick," Isaac instructed as he walked to one of the individuals in the apartment, "We meet again."

"Enemy attack!!!" The loud yell was swiftly cut off by an origami passed by the man's throat, leaving his open, blood pouring down like a river.

In fact, the entire apartment was overwhelmed with a vortex of origami, leaving a bloodbath wherever it went, except for the space around Isaac, leaving only him and another man safe.

The man didn't respond to Isaac's words for a second, staring into the latter's cosmic eyes in a daze, even ignoring the cries of his people, "Master!" Finally, the man responded as he kneeled down.

"What have you learned for the past two weeks?" Isaac asked.

"There are only two more groups of survivors left though they somewhat oppose each other, one is vying for power and the other is fueled by hatred after Hanzo's death," The man loyally stated.

"You son of a bitch!!! You won't get away with this you monster!!!! Everyone will see your real face someday you devil! You're a demon!!" The same man would yell such words directly after.

The man's face had scrunched into twisted anger and hatred as he shouted from the depths of his lungs, releasing his frustration and despair.

"Oh?" Isaac raised a brow before muttering to himself, "The experiment is somewhat of a failure though it has quite the unexpected results."

"What did you do to him?" Konan asked in confusion. She always thought that he was one of Isaac's undercover agents, sent to infiltrate the remnants of Hanzo's forces.

However, looking at the hatred in the man's eyes as he shouted, it doesn't seem to be the case. Strangely though, the man could only yell but not move, his body not listening to him.

"Just an experiment, trying to twist his personality slowly to see if it can permanently change though by the looks of it, that led to the creation of a split personality," Said Isaac.

"Oh?" Konan's mouth couldn't help but twitch, "Shouldn't that be natural considering he was forced to spill information about his people and family, basically handing them to us for slaughter?"

"Maybe," Isaac was unsure, "My technique shouldn't have that flaw... I guess I should continue the experiment to figure out the reason."

"For someone known to be kind, you are very cruel," Konan pointed out with quite the odd expression, his thought process making her somewhat wary.

"I'm only kind to those who want my kindness," Isaac shook his head, 'I am, however, becoming more inhuman... Is that a good thing or a bad thing?'
