After all, sentience and level of intelligence is very low for some beasts, while others are born with them.

Humans can be said to be in the middle with their natural growing sentience, but they are worse than dragons, phoenixes and spirits, just to count a few examples. These wolfs are on the other end of intelligence, their intelligence is extremely low before the mystique awakening stage, even core formation wolfs aren't that great, the late stage ones still have the ability to think and lead, but the following ones are much worse.
