On the port, the marine soldiers were evacuating in order as if a calamity is about to befall. But in reality, there was no calamity. All this preparation was happening just to receive the most beautiful woman in the world.
Her beauty combined with are devil fruit powers were extremely dangerous. No man or woman can survive after seeing her unless they have a very strong will power. But even then, most of them struggle with it.
After the lawyer ranking marines evacuated from the port, four vice admirals with their eyes covered with blindfold, entered the area. They cannot simply leave the port ungarded. It was the standard procedure to recieve warlord Boa Hancock made by Sengoku himself.
Slowly the ship of vice admiral Tsuru reached the port. From the ship only Tsuru, Hancock and her pet Salome came down. Hancock confidently walked towards the main building of the Marine ford.

As Hancock entered the meeting room, silence filled the entire room. All of the marines and the warlords except for Mihawk and Sengoku averted their gaze from Hancock. They knew how dangerous Hancock's beauty could be.
Mihawk glanced at her uninterested. He loved swords not women. If yoru would have eaten her devil fruit, then Mehak might have been petrified. but that wasn't the case. So he wasn't affected by her beauty.
On the other hand, while Sengoku was affected by Hancock's beauty, he has a very strong will power and experience to avoid being influenced by her.
Hancock gracefully sat on Salome who became her seat refusing her seat given by the marines.
"Now that everyone is here, let's start the meeting." Sengoku broke the silence.
"Fleet admiral sir, vice admiral Garp hasn't came yet !" Vice admiral Kake voiced his concern.
"Forget about that damn Monkey ! If he can't even come in time to an important meeting in time, then he has no right to join. And besides, he will just cause more trouble anyway." Sengoku replied sharply.
But at that time vice admiral Garp slammed open the door of the meeting room, breaking it in process and came in, laughing loudly.
"Bhahahaha ! Senny am I late for the party ?"
Sengoku felt his blood pressure increaseing rapidly. If not for Garp's strength and reputation, he would have kicked him out of the Marine long time ago or forced to retire early.
"This is a serious meeting Garp ! Not a party !" Seeing Sengoku's serious expression, Garp immediately shut up and took his seat, refraining himself from increasing his only friend's blood pressure even more.
"Now this meeting has been called because of a serious situation in the new world. Big mom and Kaido, to out of the four emperors, are moving secretly. For a long time the cypher pole agents were unable to find their exact plan. So we were suspecting that they are forming an alliance. But recently one of their agents have reported about their plans and confirmed about our speculation. But still we were unable to find the exact information on their plans. So....."
The air around the room suddenly turned cold as Sengoku released his conqueror's haki and turned towards Doflamingo. His haki was refined and potent.
Mihawk opened his eyes and looked at the situation with his hawk like gaze. Hancock shifted his attention to the blonde warlord as well.
Garp was casually munching on his rice crackers. But every other person in the room was very tense.
But the smile from Doflamingo's face didn't drop. He was sweating clearly. But he didn't change his expression.
"Warlord, Donquixote Doflamingo, mind telling us the information you know about ? And I assure you that you won't be able to hide behind the 5 elders this time. The respected elders have given there permission to take harsh step if necessary. And I know that you wouldn't want me to take harsh steps on you."
Sengoku stopped his conqueror's haki and continued.
"The lower ranking pirates and our spys were unable to find anything as the officers of the emperors keeps the plan to themselves. Not to mention, we haven't captured any direct conversation between the two. And according to our reports, both of the emperors are collecting a large amount of weapons from your source." Sengoku accused Doflamingo openly.
But even then, Doflamingo's smile didn't drop.
"Hey hey hey ! Fleet admiral ! Don't accuse me for doing my business. It is not like I only sell my weapons to the pirates. Many government allied Nations along with CP organisation is buying my weapons. Even some of the heavy artillery you marine use, comes from me. So don't accuse me for having the policy of 'anyone can buy weapons as long as they give us money. I am not your servant, I am a pirate.
And about the alliance of big mom and Kaido, I swear that I don't know anything. Sure there is a heavy order of weapons from big mom. But Kaido is only ordering swords and stuffs from me. The amount is high, for sure. But not as high as big mom.
I am just a businessman. Don't ask me the personal information about my customers. I swear that I don't know anything about their plans." Doflamingo said cheekily.
Sengoku narrowded his eyes. Although he didn't detect any falsehood in his reply, he was not going to believe it blindly.
On the other hand Hancock was able to perceive Doflamingo's surface level thought. Doflamingo knew exactly what those two emperors were planning on raiding.
