Chapter 294: Chapter 294: Progress in Two and a Half Months

After Hiruzen had dealt with war-related matters, he seriously considered Mutsuki's medical specialist program and thought it was indeed feasible. He then sent a Ninja to bring Mutsuki and Tsunade to the Hokage's office.

The reason for calling Tsunade was that she had extensive knowledge of Medical Ninjutsu and could provide advice on specific training details. Another reason was that Hiruzen hoped this would make Tsunade understand his perspective—his decision not to adopt Tsunade's suggestions was not due to lack of compassion, but rather because Tsunade's proposals had not considered enough details.

Mutsuki and Tsunade met on the way.

"Tsunade-sama," Mutsuki greeted first.

"Are you also going to the Hokage Building?" Tsunade asked, glancing at the Hokage Building not far away.

After the Second Shinobi World War, Tsunade stopped accepting combat-related missions, so she rarely went to the Hokage's office. Considering she happened to run into Mutsuki, who had proposed the medical specialist program, Tsunade vaguely understood the reason why Hiruzen had called her to the Hokage's office.

"Yes, Tsunade-sama, is it related to the medical specialist program you mentioned before?" Mutsuki asked with a smile and a nod.

"Hmm, it should be related to the medical specialist program you proposed," Tsunade speculated.

"By the way, Mutsuki, how did you come up with this idea?"

As she spoke, Tsunade looked at Mutsuki. She thought this approach was quite good. If implemented, it would significantly stabilize the growth of medical Ninjas compared to the current situation and make it easier to discover Ninjas with Medical Ninjutsu talent.

"Well, since I'm an Academy sensei, I tend to think from the Academy's perspective," Mutsuki replied after a moment of thought.

"I actually think it's because you personally put more thought into this area; otherwise, other Academy senseis would have proposed this idea too," Tsunade complimented Mutsuki with a smile.

Since its establishment by Senju Tobirama, the Academy had basically remained unchanged, following the same model throughout.

Mutsuki smiled modestly, thinking to himself that Tsunade was quite attentive to this matter. It was the first time he saw Tsunade seriously compliment him.

Mutsuki continued the conversation and talked about his ideas for the Academy. For example, his concept included a Ninja high school and a Ninja university. The high school would provide more Ninjutsu knowledge and Taijutsu on top of the elementary school basics, while the university would offer specialized programs for deeper expertise. Those who couldn't enter the university could still graduate directly as Ninjas, and university students could take on missions as Ninjas.

Tsunade looked at Mutsuki with a somewhat strange expression, feeling that she saw a shadow of her great-uncle, the Second Hokage Senju Tobirama, in him. Mutsuki's idea of a Ninja university was completely different from the current Academy, and such a degree of innovation could only be described as bold.

As they chatted and walked, they soon arrived at the Hokage's office. Just as Mutsuki was about to knock on the door, Tsunade pushed it open, and Mutsuki followed her inside.

"Third-sama," Mutsuki greeted.

Tsunade wasn't as polite and directly said, "Just get to the point."

Facing such a Tsunade, Hiruzen wasn't annoyed. With a smile, he took his pipe out of his mouth and replied:

"I think Mutsuki's idea for the medical specialist program is excellent, and since you are the most skilled in Medical Ninjutsu, you can play a role in the specific training."

"Mutsuki, please elaborate on your medical specialist program."

Mutsuki thought for a moment and then said, "First, regarding the recruitment range for the specialists, I believe they should ideally be in their second or third year. By this stage, the students would have already laid a solid foundation."

The Academy has a significant number of civilian Ninjas, and before entering the Academy, they know very little. So, Mutsuki doesn't plan to establish the specialist class in the first year; it should be at least in the second year.

He actually prefers the third year, but since it's currently wartime and students graduate earlier, the third year might be too late. In a normal six-year system, the third year would be ideal.

"Additionally, the graduation exam for specialists could be changed to focus on Medical Ninjutsu-related content," Mutsuki continued.

At the Jonin meeting, it was indeed just a sudden idea, but after going back and thinking it through carefully, Mutsuki had worked out all the details.

Hiruzen nodded as he listened to Mutsuki and was very satisfied with his attitude. It was clear that this was not a casual remark but something that had been thoroughly considered.

"Then, this matter will be handled by you and Tsunade. Once the plan is fully developed, submit it to me for approval," Hiruzen said after exhaling a faint puff of white smoke.

Both Mutsuki and Tsunade had no objections. While Tsunade might not be willing to take on other tasks, she was indeed willing to work on this one.

"If you have any questions about the training of medical Ninjas, feel free to ask me directly. The writing of the plan is up to you," Tsunade said, patting Mutsuki on the shoulder with one hand and giving him a thumbs-up with the other.

"At least don't say that in the Hokage's office," Hiruzen said, shaking his head in exasperation.

"Otherwise, would you like me to write it myself? Would you even approve it?" Tsunade retorted bluntly.

Hiruzen showed a resigned smile. If the plan didn't pass, it wouldn't be his fault; it was just that Tsunade's ideas were too unrealistic.

Mutsuki gladly took on the task. Such a small matter could be handled very well by his Shadow Clones.

However, this issue had little impact on Konoha but a certain effect on the Academy. It would be somewhat unrealistic to establish it in the new semester; Mutsuki thought implementing it by the next semester would be considered fast.

Several of his disciples had graduated, but Mutsuki remained busy this semester. His days were filled with both his own tasks and those of his disciples.

After all, his disciples had graduated but had not completely left Konoha. Obito and the others would come to see Mutsuki whenever they had time.

Amidst this busyness, time passed quickly. The basic Breathing Technique was much simpler, and Rin made it halfway through her progress in two and a half months, which allowed her to focus her breathing and improve her physical abilities.

During this period, Guy successfully trained the Eight Inner Gates to the point where he could open the third gate and began practicing Stone Breathing Constant.

Obito's Flame Breathing Constant training reached a new stage. He now needs to maintain uninterrupted Flame Breathing for twenty-four hours.

Although Kakashi still hasn't resolved his reaction issue, he has improved his Thunderclap and Flash, developing a half-flash technique. This new technique, which Kakashi discovered after much experimentation, has explosive power but does not exceed his reaction speed. It is slower than the full flash but stronger in power.

Shisui has conducted secondary development on the existing Fire Release, making the Ninjutsu more suited to his own abilities.

During these two and a half months, with Tsunade's help, Mutsuki mastered more Medical Ninjutsu knowledge. By attending classes, he also learned a variety of Ninjutsu with different attributes and made progress in addressing his weaknesses.

As July approached, Mutsuki had an additional responsibility: he was selected as an examiner for the Chunin Exams.
