This is actually a machination from Cheon Mujin. Cheon Mujin captured one of the spies, tortured him for information before killing him but before killing him he analyzed the man's face and used a skin mask to impersonate him.
Then he goes back to the camp and reports that the Sky Demon Order only has 200 members, and he also told them that they are about a month away from them when in actuality they are just three days away from them.
One of the contents of the Art of War states that:
When able to attack, we must seem unable; when using our forces, we must seem inactive; when we are near, we must make the enemy believe we are far away; when far away, we must make him believe we are near.
A true manifestation of such principle. Leading this army was none other than Cheon Mujin, under Cheon Mujin's army, there were a total of 12,500 soldiers all ready to kill.
It may look quite short compared to the total numbers of all martial artists in the Sovereign Dominion's Sky Demon Order but remember all one hundred thousand martial artists of the cult were divided into eight parts. Seven for the Seven Supreme Commander, and one for the Supreme Sovereign himself.
So in total each of those parts have a total of 12,500 soldiers under them. But compared to the 600 man force of Jiangxi, this was a literal behemoth of an army.
Normally the leader of the faction isn't supposed ro be in the frontline but Cheon Mujin is different. He could've completely followed Cheon Yeowun's way in the novel where he dominated the factions all by himself in the shortest way possible but Cheon Mujin does not act like that.
He wants the fight to be prolonged. An all-out war, where thousands of people will die. That's his goal.

It has been three days since the Commander gave his soldiers leisure. Of course the soldiers took full advantage of it and started to party hard.
The warriors of each family were still feeling groggy. Even the three Unit leaders were the same, only Hwangbin was in the right condition.
"Sigh… I should've made it clearer, I gave them some free time to rest but they threw a banquet," He laughed.
"But no matter, it fostered camaraderie," But thankfully the party had a positive effect on the army. Not only were there morale boosted but they also managed to form camaraderie amongst everyone.
'In a way, that was the best choice' He thought with a good mind in heart. Then his expression changed, he pulled the map and started strategizing for the inevitable clash.
He moves wooden figures here and there as if playing chess then putting his hand on his chin pondering.
"Hmmmm, this should be put here for better efficiency" he dragged his wooden figure to a new place.
Normally warfare should not be conducted on a plain field but it can be overruled when the latter have all the advantage leaning on to his side.
His spymaster and also his aide suggested that the best course of action should be a battle on flat lands, since the Demonic Cult have lower number than them, and also worse condition since they had to march a long way from the Ten Thousand Mountain to here in Jiangxi.
Then suddenly someone came running to his tent. Huffing and puffing from tiredness. Sweat trickled down from his armor, indicating his fatigue from running.
"What is it, soldier?" Asked Hwangbin, standing up.
"Sir! Commander! The demon cult!" Shouted the young soldier.
"What about the Demon Cult?" Hwangbin snapped with a more serious tone.
"They're here!" The soldier said frantically.
"What!?" Hwangbin's eyes snapped opened.
"Are you sure about this soldier? My spymaster's intel said that they are a month away, if you are telling me lies I'll have you hang for treason" Hwangbin said with a glare. He thought that if the man was speaking lies he would flinch but the soldier remained constant with his words.
"I lay my life on you my liege, but please heed my words, they are here!" The soldier said with determination which moved Hwangbin.
"Lead me there, I'll go look" still not believing Hwangbin said, then the soldier led him to the field where he handed him a telescope.
There he saw dust cluttered in the distance. As if a sandstorm was nearing them, he looked intently further and saw thousands of men clad in dark robe and armor marching with a giant flag behind them.
A flag with a symbol of a dragon clutching the sun and moon. The new symbol of the Sovereign Dominion's Sky Demon Order. Representing Cheon Mujin the dragon as the supreme god capable of clutching the sun and moon.
"This… this is…" Muttered Hwangbin with a shaking voice. This is not what he expected.
His spymaster said that the cult was a month away from them and their numbers amounted only to a small hundred but this is not what he reported to him.
'Unless…'
The spymaster purposely reported wrong intel.
'Shit!' He cursed.
Right now the army is not in the right condition. Everyone is still lax from the party, they are in no condition to fight especially when their enemies amounted to thousands.
But he had no choice, without even a word, he dashed back to the military camp and shouted to everyone.
"Attention!! The Demon Cult is here! Prepare for war! Prepare for battle!!" Hwangbin screamed, infusing his voice with force qi. At those words everyone was alerted, at first they were doubtful but when they saw Hwangbin's expression they knew he was serious.
And so they clad themselves in armor and weapons and formed a formation to intercept the cult.
Their army is totally unprepared. This was due to wrong intel, and this would be his demise.
"Commander!" From behind the three unit leaders called out.
"Unit Leaders, prepare, they're here!"
