Lu Fan could not help but smile remembering Alice's reaction after she saw the amount he had sent over.
He was doing an experiment but it did not seem to work.
He transferred 500 million to Alice in the guise of using it to maintain Crystal Palace, but he did not get any reaction from the system.
And after the bug was found, he could not even use a Cash-Back card because the money would be used to maintain his property.
That sum would only give him the required returns after it was all used up. That also meant that he could not use other people to spend money at irregular intervals unless it was a gift or donation.
This meant that once he dedicated a certain amount to a specific task, he would not get any tickets or Critical hits until the whole sum was spent or the task was accomplished.
But this did not put him in much of a disadvantage.
Once he leveled up, the amount of money he'd have to deal with would be outrageous.
He also put the plan to buy a lot of company shares on hold.
Unlike Bailu Cosmetics Company which he required to be the major shareholder to get Ye Qingyu in his clutches, he did not have much requirement for other companies.
He was in a hurry to get those shares to establish himself, but that all changed when he learned that the government wanted to do something.
Now, acquiring many shares out of nowhere would attract unwanted attention. While the system assured him that there would be nothing unnatural about it, and he was sure that he'd be able to deal with all those troubles, he did not want to do something so troublesome.
But that was just a minor reason. The main reason was that he had yet to sign a contract with the government.
The government, as much as they are all powerful, also fears the big shots and their connections.
A rich man with a stable enough foundation could ruin the economy of a country if he really put his mind to it.
Someone like Mr. Ma can make at least 10% of the working force jobless. It would not take much to cause public unrest.
While there were ways to prevent this, it was better to not have such a situation in the first place.
And because of such fears, the government doesn't really give the big people too many benefits so as not to make them more powerful.
But new money like him were loved by the government. First of all, he had enough money to help fund the project in exchange for favors and support from the government.
Even if they do not give him much, just the rumor that he had the government behind him would make others more cautious.
And that was just the superficial benefit. Things that would have been troublesome to acquire would be a breeze with the government's support.
Things like taxes and all those troublesome procedures would become easier to deal with. And he did not want to shock them and make them reconsider by acquiring shares out of nowhere.
The fact that they had offered him such a deal meant that they had a thorough understanding of his background, making him the most ideal candidate for such a project.
And he had his own plans on how to make the most of his current situation. The things he had ordered online had arrived and he used both level 1 and level 2 upgrade cards on them.
He was glad that he had not used any of the cards up till now.
Those gadgets got insane upgrades that made them far more advanced. He planned to use them to get a more favorable contract.
As he was thinking, the doorbell rang and his expression became more serious.
Aria opened the door and after welcoming the guests, she went to prepare tea.
Lu Fan looked at the two officially clad men and could not help but raise his evaluation of this project.
"Welcome to my home. My name is Lu Fan. What about the two gentlemen."
"Good morning Mr. Lu. You can call me Agent Chen and this is my partner, Agent Z."
Lu Fan observed them for a bit and could feel how competent they were. In his current state, he would be at a great disadvantage if he were to fight both of them at the same time.
He quickly got rid of those thoughts.
"Now. How about we get down to business?"
Lu Fan did not give them time to enjoy their tea. They were not high-level enough to make any decisions and all they were doing was acting as messengers and observing him at best.
"Yes. This is the proposal they have sent. You should look through it and tell us your opinion."
Lu Fan received the documents and with a few glances, he had finished going through everything.
And he had to admit… it was all bullshit.
If it was a small-scale operation, the things that they had promised would indeed be quite tempting. But with his current wealth, he could get all the things they had promised easily.
If it were not that he needed to run this operation, he would have already spit on their faces. But this could have also been a test in itself.
Nobody would want to work with an unreasonable person on such an important matter. If someone could not even control their temper, who could say that they would not slip up in the future?
Lu Fan just placed the document further from himself, making a statement without antagonizing anyone.
"I don't quite know what they want to do there, but I am sure it's quite troublesome. So this won't cut it. How about I give you some gifts for you to take to them?"
As he spoke, Aria had already arrived with the different gadgets he bought online and placed them beside them.
"Have them look at these things and let's have a proper talk in 24 hours. Later than that, I would have sold this technology to the highest bidder."

Giving them such conditions was a risky move. Especially when he did not know who he was dealing with.
If it was an official operation, it'd be great. But if it was those ghost operations, he might get into some trouble.
But he had to do this.
The contract told him a lot of things, one of which is that they did not take him seriously.
His wealth might have grown rapidly, but he had no reputation. It wouldn't be strange if someone thought of him as a kid who did not know what he was doing.
And knowing his situation, such a contract would have been a lifeline if he did not have the system.
Maybe they also thought the same and wanted to take advantage of it.
But he could not allow that to happen.
Whether it was going to be a good thing or not, he had to set his prestige.
And giving them those gifts would increase his worth. If he could provide such high-tech phones and laptops, who is to say that he does not have more advanced tech?
With the way countries were competing for supremacy, any advancement was extremely valuable. And he was sure that he would catch the attention of some pretty big guys.
An advanced phone and laptop might be simple and nothing much if viewed separately, but once you get down to the components, it'd become a different story.
Leaving aside the capabilities of such a device, just the chips used and the batteries would get the whole country moving.
If he had to choose, he would have preferred to wait a while before revealing this technology, but things changed and he had to adapt.
But this also changed a lot of things. Even his future development path would be highly linked to the government.
To put it another way, the government would most likely monitor his every move and interfere in whatever he wanted to do.
Whether it was an advantage or a disadvantage would be entirely up to fate and the officials.
And now he was sure that this was not just a simple cybercafe. It was definitely related to the military or state security.
Seeing the two gentlemen off, Lu Fan felt his tense muscles relax as he let out a breath of relief.
He might have looked calm and collected, but this was his first time dealing with such a thing. It was already impressive that he was not in a passive position.
But this also brought something very important to his attention. Waiting for a level-up to open rewards was rather stupid and impractical.
