Chapter 38: Chapter 38: The Plan

In the captain's quarters of the Peace Tower,

"I never said anything like that!"

Seated at a round table, the man with a small mustache's forehead veins bulged as he argued vehemently.

"What I said was: we will never surrender to them. The next time we meet, we'll be the heroes who defeated the enemy..."

"Hmph, I heard you loud and clear."

The captain of the Lever Number gave a disdainful glance at the man who had advanced through family connections.

"You were quite clear: we will surrender to them. The next time we meet, we'll be the enemy."

Having said that, the captain shook his head with a sigh.

"It's pointless to talk about this now. We've all become captives of someone else—"

"No, we're not captives."

As the two captains engaged in a verbal exchange, Rosinante pushed the door open and entered.

"I think 'collaborators' is a more appropriate term," Rosinante interjected.

"Everyone, please cooperate in the upcoming actions."

...

"You brat,"

The captain of the Lever Number turned to Rosinante, tapping the oak table that had been nailed to the floor.

"The Jeidei family has controlled Spidamyrus for sixteen years. Their strength, connections, weapons... are beyond your imagination. Forgive my frankness, but the plan you're proposing is nothing short of a pipe dream."

"Unless you give it a try, how will you know if it'll succeed?"

Facing the captain's skepticism, Rosinante remained unruffled.

Many people think that the strong individuals in the One Piece world have an inherent "mysterious self-confidence," but that's not true.

If you don't have confidence in yourself and aren't willing to challenge stronger opponents, how can you possibly reach the pinnacle? You'll just end up bullying novices and being stuck in the bronze league, never becoming a true king.

While the Jeidei family is indeed formidable, the rewards for toppling them are equally enormous!

"Besides, do any of you think you have other options?"

Near the doorway of the captain's quarters, there was an oak barrel. Inside it lay the immensely powerful "Explosive Rock." Virgo stood nearby, ready to ignite it at any moment!

With the power of this barrel of explosives, not to mention the two captains, even the burly colonel with a stern face and crossed arms wouldn't escape being blown to smithereens.

This explosive was transported from the Grand Line. Though it couldn't compare to the super explosives that can obliterate Three Calamities or Four Emperors, for everyone present, it posed a deadly threat.

Rosinante always comes prepared.

"Cheer up, everyone,"

In a captain's quarters filled with a truly explosive atmosphere, Rosinante clapped his hands with a smile.

"As long as this plan succeeds, the entire Spidamyrus will be under our control, and the wealth the Jeidei family has amassed for over a decade will be ours!"

The allure of money and power made the two captains' eyes gleam with greed.

"We can also 'uphold justice,' ensuring that ordinary people don't have to live in fear. We can become heroes celebrated by all, as long as we emerge victorious."

The burly colonel valued "justice" even more. If the Jeidei family fell... surely things wouldn't be worse than they are now?

Although Rosinante's words were creating grand illusions, the pie he was baking was truly large and tempting. The two captains and the burly colonel lowered their heads, lost in thought.

As long as one is alive, they harbor desires... or dreams, you could say.

For the sake of their dreams, many people in this world are willing to stake their lives!

Whether it's for money, power, loyalty, justice, or even... strength.

...

"Rosinante Nandi, your plan is too dangerous."

After persuading the captains of the Gear Number and Lever Number and the Marine colonel with explosives and the promise of a bright future, Rosinante entered the mapping room in front of the Peace Tower.

He was met with the opposition of Torreboru and the contemplative gaze of Doflamingo as he sat before the nautical charts.

"We have a ship and supplies now," Rosinante argued, "but we're short on manpower. There's no need to immediately engage in a decisive battle against the Jeidei family."

As the leader of the four-man group and the self-proclaimed strategist of the future Don Quixote Family, Torreboru earnestly advised Rosinante.

"Perhaps you and Doflamingo aren't aware, but the Jeidei family is not an enemy that can be easily defeated. Especially when they're fully assembled and we only have a few people."

A few against a few hundred...

Even with Doflamingo, Rosinante, and their four-man group's strength combined, dealing with dozens of enemy ships would require their full efforts. Facing the Jeidei family, who had several hundred people waiting in formation...

The risk is too high!

In Torreboru's view, Doflamingo, with his 'King's Disposition,' is destined to rule the seas in the future. There's no need to engage in such a risky plan right now.

"Since we're striving in the Grand Line, there's no way to eliminate risk."

"Only by becoming stronger quickly can we truly fear nothing."

In response, Rosinante snorted.

Giant sea kings, terrifying extreme weather, or even running into Big Mom's dark history by bad luck could all lead to an unexplained demise.

"That's why I've devised this plan."

Rosinante's plan is straightforward: a tried-and-true "false surrender" strategy from history.

After gaining control of the Gear Number and Lever Number, Rosinante and the others would appear in the Jeidei family's intelligence as captured prey.

"Have Pica and Diamante infiltrate the Gear Number and Lever Number. When we encounter the Jeidei family, we'll immediately open fire and attack them—"

Facing an unexpected attack from two ships, the Jeidei family will undoubtedly fall into chaos.

"Then, the three of us will swiftly eliminate 'Big Bills' Thompson! Once the leader is gone, even the largest family will immediately disintegrate."

This is Rosinante's plan. According to Torreboru's plan, after taking control of the two ships, they should plunder the enemy's supplies and then blow up the ships and escape.

In response, Rosinante could only say: True pirate mindset.

Thinking only of the present and not planning for the future.

"Torreboru, our goal is the pinnacle of the world. We don't have time to waste—"

In the 'original' timeline, it took over a decade for the Don Quixote Family to gain a reputation. They attracted newcomers like Baby 5, Buffalo, and Trafalgar Law.

But in Rosinante's view, those ten-plus years were too much of a waste!

"Look at this,"

Walking over to the bookshelf by the side of the room, Rosinante pulled out the most recent newspaper. It featured a photo of an arrogantly confident youth with unruly hair.

Though it was just a black-and-white photograph, the aura of someone who had risen from a mountain of corpses and a sea of blood was palpable. The cold, indifferent eyes were like those of a demon.

"'Heir of the Devil' Joins, Gol D. Roger Pirate Crew's Power Soars Again!!"

"This is Douglas Barrett, also known as the 'Heir of the Devil.' He's only 15 years old and he joined Gol D. Roger's pirate crew."

"The extent of his strength is extraordinary—defeating individuals, annihilating entire fleets. Even aboard Gol D. Roger's ship, only Captain Roger could suppress him."

Rosinante held the newspaper with his index and middle fingers, showing the image of Barrett to Doflamingo and Torreboru.

Faced with the portrait, Doflamingo emitted a cold snort, while Torreboru instinctively averted his gaze.

"When others were 15 years old, they were already crew members of the world's top pirates."

"And us? Faced with a regular family in a small town in the North Sea, do we need to cower and conserve our strength? This kind of spirit—"

Are we preparing to become the "King of Homebodies"?

"This... this..."

Rosinante's words caused Torreboru to blush, and Doflamingo stood up and extended a hand to stand between them.

"Alright, Rosinante, don't be too hard on Torreboru."

"Torreboru, don't blame Rosinante either. The rage we bear leaves no room for complacency."

Pushing up his sunglasses, Doflamingo made the final decision.

"Proceed according to Rosinante's plan—if we fail, it just means we're not much more than that!"
