Sirzechs maintained his composure, responding with a calm yet resolute tone. "In comparison to the alternative, yes. Issei Hyoudou made it abundantly clear that any repetition of such events would lead him to wage war against the Underworld."
A noble, brimming with pride, boasted defiantly, "Heaven is no longer a threat! If they dare to wage war against us, we could easily crush them!"
Ajuka let out a weary sigh, his voice carrying a sense of wisdom. "The primary concern lies not in the threat from Heaven alone. Engaging in a war with them would leave us susceptible to other factions that harbor ill intentions towards us. The Old Satan Faction still exists, as do various other factions with questionable objectives. Furthermore, it is important to consider that our relations with Heaven have gradually improved over the centuries. By reciprocating diplomatic respect, a long-term peace could potentially be achieved."
The discontent among the nobility grew palpable, as another voice rose in protest against the proposed course of action. "Are we expected to simply turn a blind eye to this dragon then? Such a proposition is utterly unacceptable! The Astaroth palace has been reduced to rubble, and if we fail to act, other factions will perceive us as weak!"
A man with resplendent golden hair shook his head disapprovingly, his voice carrying a tone of reason. "I concur with Lucifer-sama and Beelzebub-sama's stance on this matter. It is evident that the dragon only resorts to such extreme measures when provoked. He had ample opportunity to slay my son, Riser, during their clash in Rias Gremory's Rating Game. Moreover, he could have easily eliminated both the heirs of the Gremory and Sitri clans at Kuoh Academy. Leviathan-sama has attested to the dragon's amicable relations with Sona Sitri and her peerage. Leaving the dragon undisturbed, as challenging as it may be, represents the wisest course of action."
A fiery devil, unable to contain her fury, sprang to her feet. "Lord Phenex, have you lost your senses? We all witnessed the atrocities that beast inflicted upon your son and his peerage! He subjected Riser to a barbaric and merciless assault!"
Lord Phenex maintained his composure, offering a measured response. "Indeed, he inflicted grave injuries upon Riser, but we must acknowledge that he could have effortlessly ended his life if he had chosen to do so. This clearly indicates that Issei Hyoudou does not harbor an active intent to slay devils. The dragon has unequivocally demonstrated his immense power on two occasions. It would be needlessly reckless to invite his wrath once more when he has, for the most part, exhibited a disposition of relative peace."
"Your words reek of cowardice, Lord Phenex!" the fiery devil retorted with disdain.
Lady Phenex, seated next to her husband, swiftly rose to his defense. "You dare insult our noble house and my husband, Lady Agares!"
The tension in the chamber escalated as more nobles joined the fray, their voices blending in a cacophony of arguments and heated exchanges.
Sirzechs, his voice resonating with authority, raised his hand to command attention. "Enough!" The room fell silent, every eye turning towards the red-haired Maou.
Sirzechs shook his head, his expression firm. "Under no circumstances shall you provoke, attack, or threaten Issei Hyoudou. This is my direct order and the collective decision of the Maou. Should any of you choose to disregard this order, you shall forfeit your place among this court, and we shall not guarantee your protection. Is that clear?"
"Yes, Lucifer-sama," echoed the response from many of the nobles, their voices nearly synchronized.
"We shall adjourn for now until the nobility can regain its composure," Ajuka interjected, his gesture dismissing the agitated court.
As the nobles dispersed into their respective factions, engaging in fervent discussions to express their approval or disapproval of the situation, several individuals approached the paused screen displaying Issei in his formidable four-winged dragon form.
Among those approaching the paused screen were Lord and Lady Phenex, Lord Sitri, and Sirzechs himself. Lord Phenex cast a brief glance at the red-haired Maou before exhaling a sigh. "I must admit, I am not entirely comfortable with the idea of granting this dragon unrestricted freedom. However, the alternative is undeniably far more perilous. We were fortunate that he chose not to deliver a fatal blow to my son, Riser. Any further attempts to provoke him could potentially make the Phenex family his next target. My daughter, Ravel, has expressed grave concerns regarding this matter."
"I appreciate your understanding and support in our decision, Lord Phenex. I offer my sincere apologies for the unfortunate outcome of the Rating Game involving Rias and Riser. Nevertheless, let it be known that I hold your family in high regard," Sirzechs responded, his tone diplomatic as he nodded in acknowledgment of the golden-haired phoenix devil.
"You are too gracious, Lucifer-sama," Lady Phenex replied, inclining her head respectfully.
"It is disconcerting to think that both of my daughters have encountered this... creature," Lord Sitri interjected, pointing at Issei's image on the screen.
Sirzechs let out a weary sigh. "My sister seems to have taken a liking to him, and it appears your daughters share similar sentiments. Lady Serafall Leviathan even claims to be friends with Issei Hyoudou. I am counting on their amicable disposition to help alleviate any unnecessary tensions between our factions."
"What?!" Lord Sitri exclaimed incredulously, his gaze fixed on Sirzechs. "While I was aware of Serafall's favorable relationship with this dragon, the notion of them being friends is difficult to fathom. How could she have forged a friendship with such a bloodthirsty creature?"
"I have spoken with Sona and Rias about Issei prior to the recent attack. Both of them have confirmed that he does not possess an inherent inclination towards violence or bloodshed. Strangely enough, his primary focus seems to lie in his human studies rather than anything else. A dragon of his immense power displaying no desire to exert it is indeed an enigmatic sight. You might find it intriguing to learn that I asked him if he would be willing to watch over Rias, Sona, and their respective peerages... and he agreed," Sirzechs replied, turning his gaze toward Lord Sitri.
Lord Sitri's eyes widened in disbelief. "Truly? Even after he killed the Astaroth heir, he consented to protect Rias, Sona, and their peerages? Why would he do such a thing?"
"He is not without reason, and with the proper respect, he could prove to be a valuable ally. I believe that Issei Hyoudou simply desires that we acknowledge his autonomy," the red-haired Maou explained.
"The dragon actually agreed to safeguard them?!" Lady Phenex gasped, her astonishment evident.
