"No, no, Second Hokage-sama, this has nothing to do with you. There's no need to apologize." Kakashi said hurriedly.
The Third Hokage was the one who did that. The Second Hokage had been dead then, so he did not need to apologize.
"So, what should we do?" Tobirama felt embarrassed.
The Third Hokage couldn't remain as Hokage anymore, but there was no capable young candidate.
He couldn't rely on the Impure World Reincarnation technique and be Hokage, right?
"Second Hokage, I do have a suggestion," While Tobirama hesitated, Minato spoke up.
"Oh? Who is it?" Tobirama asked.
"Uzumaki Naruto."
