The guards were indeed imperial guards, bound strictly to follow the commander's orders unless directed otherwise. 

Yet, Luke Yates returned swaggeringly from inside.

"Brother Luke!" The hundred guards in black scarves bowed deeply, fists cupped.

"Yes, the black iron tower remains quiet. I'll report directly to my brother. Keep this matter confidential," Luke stated seriously.

"Yes, sir!" The hundred imperial guards chorused.

Luke departed openly, passing on his brother's directives. 

Since when had Braydon Neal allowed him to explore the black iron tower? 

Luke had fabricated an order, citing Braydon's authorization for a mission to observe the tower's situation, exploiting Braydon's seclusion knowing the guards couldn't verify it.

There was Tristan Yandell who wreaked havoc in the capital.

And then there was Luke who wreaked havoc in the Northern Army.

Both were terrors.
