Chapter 150: 150. Hunter's reason

Over at Coldshade City where the humans were gathered, Jarred stood with Hunter beside him. They stood before a group of humans with David and Jack in the midst of them. 

They were members of the organization created and led by Jarred against the nonhumans. Jarred had just addressed them and dispatched some of them to other cities to keep an eye on this happening there report to the organization. 

David looked in from where he stood and could but believe that all this had been going on while the majority of the human race was clueless about it all of it. He and Jack stood at the side and watched as Jarred dispatched men to different cities and some to other countries as spies to know how many countries were inhabited by the nonhumans.
