Being top-notch means it's attractive, and it also means "having a lot of money," so the university could put in some funds, then apply for some subsidies for scientific research institutions from higher levels, and that would be enough.
Yanhua University is not a "rich" university. Due to the size of the school, the annual funding ranks around the 30th position among domestic universities. It is mainly supported by the School of Life Sciences, and the School of Sciences alone has no appeal.
On the other hand, there is the issue of talent.

Undergraduates support the master's programs, and master's programs support the doctoral programs.
