So he will need some of his men to kidnap that person and drag him or her out of that area. He is supposed, is also one of his people but he doesn't care at all.

When they are accomplished, that's the time Scott will show up as the person who will take Kelly to her hotel. Yes, based on what Oliver told Scott, Kelly will only stay here for a short period of time so they are guessing that would be until the next operation of Hex Borja.

And they have also found the Hotel where Kelly booked her stay. Luckily for them, she booked on the hotel that Scott owned, which was not known to anyone that he is the owner.
