Knon replied," Tier is the classification of planets according to the presence of resources on that planet. Also, it identifies the combat power present on that planet. Lastly the technology. Technology can be classified into three tiers.

First Tier- The planet is in a primitive period to can start space exploration.

Second Tier- The planet has enough technology to mine from asteroids or other planets to harness the power of Dark Matter.

Third Tier- The planet has known to harness the power of Dark Matter so they have learned how to use space wrap/jump/ portals.
