Being Naruto is already a cheat. Also, he has to be dumb if he's not gonna be OP after being reborn as Naruto. If Naruto had trained his chakra control from a young age he would've adapted to Kurama's interference and his own growing chakra, making him an absolute beast. He could've even have learnt fuinjutsu and be an expert at traps, since he demonstrated an interest and talent in them since young.
