One year might seem like a long time, but in reality, it was not when you were trying to prepare this and that. That's why solving this one issue had to take precedence over all else.

'I need to clearly define the identity of the nation about to be founded.'

Before the foundation for the birth of a nation could be laid out, shouldn't he first define what kind of a nation it will turn out to be?

That would allow him and the others to make preparations accordingly, after all.

'Yup, as I thought, it's gotta be a theocracy.'

More specifically, it'd be in the form of bringing together many disparate branches of faith into one, then letting the government supervise it. In other words, the head of the soon-to-be established nation would also act as the agent of the divine being in this political system.
