The King of Eks Corp was like the head of a spy network. Or perhaps a spider waiting at the center of a web. 

Rafaela understood the duties of the former Queens better now. Brendan, as her consort, fulfilled a part of the connections she needed. A vital part, but only a part. Machines filled in another section. And the corporation held the cables taut.

The separation of the title of the King from the title of the Head of the corporation was just an illusion. They were just separating the duties a little differently than their predecessors had. Calista had held much of the section of the King's net that Lief now maintained for Rafaela.
