Although there were over a thousand people altogether in the Late stages of the Venerable Plane, not all of them had the strength to battle those of the same cultivation level, and it's a normal occurrence anywhere in the world. 

Grey watched the battle and studied their use of the fire element, and to be honest, he was quite impressed with the level of mastery these Elementalists have over their elements. The only reason he's superior to them is due to having gone through so many challenges, that has helped him improve drastically.
