Chapter 16: Shadow Council
Psy wakes up with a start releasing he is sitting in a chair leaning against a table instead of in his bed. Sitting up Psy looks around seeing a bunch of other people in various sleep wears from fully clothed to naked looking around in confusion. Psy recognizes some of the people at the table they are the leaders for various gangs now the big question to him is what the fuck are they all doing at a table in their pajamas.
"Hello, glad everyone is awake my name is Roman Torchwick and I have had my people kidnap you so that we could have a grown-up discussion about how the underworld is going," A man says as he walks into the room.
"Who the fuck do you think you are," One of the bosses yell!
"Someone that had you all taken out of your beds and brought here without your people knowing," Roman says, sitting down at the head of the table.
"So why did you bring us here," Psy asks.
"I was recently attacked by the leader of the Beowolf Riders Duke who wanted to use the weapon I am selling to take over Vale which would have triggered a massive Grimm wave and that would have been a pain in the ass to deal with. Wich made me realize people are stupid as such I need to make sure people behave and don't kill us all as such I'm going give everyone a set of rules they need to abide by," Roman says leaning back.
"Why the hell would we listen to you," a boss named Liv asks.
"You will gain more by following the rules then by not following them," Roman explains.
"And what will we gain and what would we lose," Liv asks.
"What you will lose is your life. What you will gain is better hardware weapons shielding etc.," Roman waves carelessly.
"I was a Huntsman even without my weapons I can kill you," one of the bosses says as he stands up.
A short burst of gunfire sounds out and his head turns to mist as a little girl appears. She is holding a pistol, smiling well as his body slumps back into his chair.
"How unfortunate, Bubble dismantled his gang," Roman says to her.
"Yes sir," the girl replies.
"Now ware where we," Roman asks.
"You were talking about the benefits of our cooperation," Psy says.
"O, yes well you will have access to an extensive arsenal that I can provide for a price, of course, a secure network that the police can't access, knowledge unknown to most, and you won't die," Roman says well he smiles.
"And what rules would we have to follow," Liv asks.
"So glad you asked Neo dear," Roman calls out.
A short woman walks into the room holding a stack of papers she then hands the papers to Bubble and sits in Roman's lap well smiling. Bubble puts a paper in front of all the other people at the table who start reading through it.
"There are only a couple rules here that boil down to don't make people scared or uneasy enough to make a large Grimm wave. Why do you care so much," One of the bosses asks?
"Well if Vale is destroyed then I have to move to somewhere else that is a bunch of work. if that keeps happening then there will be only small villages and I can steal things for stress relief because everyone would know my face, and finally of the small villages are destroyed then I would half to figure out how to survive off the land, in conclusion, it will be easier for me if Vale survived don't you all see this as well," He says.
"Yes you are right can I have a pen so I can sign this," Psy asks.
"Yes you can but before you do you should know this is a magic contract so I will know if you break it don't worry I added a clause I will be notified if you break one of the rules under duress," Roman says well Bubble gives him a pen.
"Magic that is a fairytale doesn't exist," Liv says laughing at Roman.
"Not anymore I will tell you the rest if you sign the contract," Roman smiles at her.
"Who is this Salem person," Psy asks, rereading the contract.
"All questions will be answered after the contract is signed but I can tell you she wants everyone dead," Roman tells them.
Almost everyone at the table signs the contract the ones that don't leave with the promise to move their groups out of Vale within a week or they would be slaughtered.
"Now the carrot of the deal," Roman says as Onyx walks in wearing his armor holding a box.
Onyx gives each one of the people at the table a tablet.
"Now the tablet is a member's tablet with it you can ask for more like it with fewer permissions as well as buy weapons armor, communicate with other members and more it is coded to your Aura signature and will only respond to that," Roman explains.
"This is a large selection of weapons for good prices," Liv observes.
"Now the next order of business this is the shadow council no one will speak about the shadow council I will leave you guys in charge, for the most part, it is too much work to completely control the entire underworld myself but if I feel you guys are going to far I will stop your deal," Roman says.
The various members of the counsel talk with each other for a bit.
"Fine, we all agree," Psy says.
"Good you will not mention my name outside of this room you can call me The Merchant and I will provide security and enforcers their head enforcer will be Onyx and any grounds owned by the council will be safe for anyone," Roman tells them.
"That is fine," Liv replies to Roman.
"Well then I will tell everyone about Salum now don't go running to her after this or you will be hunted down and killed," Roman says.
