His efficiency was improving every day, and the deaths were accumulating more and more, at that moment all the criminals of Gotham were dead, imprisoned, or had left the city.
Cobblepot even hired some Meta-Humans to deal with Hassan.
Among them, there were 3 with superhuman abilities in the sense of physical attributes and a few others with other abilities.
Among the Metahumans were the Weather Wizard, Killer Frost, Clayface, Maxie Zeus, and a few more.
And all Cobblepot achieved with that was their heads thrown at your door next to a message.

There were a few videos of the "battle", which being honest wasn't even a fight, Hassan simply teleported, plucked the limbs from all of them, one person, at a time while using a drug to force Clayface back to being human again.
And then it disintegrated them in a red light leaving only their heads behind.
Cobblepot surrendered to the police in Central City as soon as he read a message that Hassan was going after his head next.
In a city that was previously ruled by crime, you could see all the children playing quietly, each of the mafia families had been exterminated, or had left Gotham.
Leon had killed any criminal, no matter what the crime, no matter if you were stealing a coin, or a truck.
Even the Joker himself had left Gotham with Harley Quinn, and any other villain.
They all understood that Gotham had become a no-go zone for criminals.
The name Leon chose, for his secret identity, had become a legend across the country.
No criminal with bad intentions dared even set foot on Gotham.
It didn't matter if it was day or night, the moment you committed a crime, Hassan would show up and kill you.
The League itself tried to stop this several times, but they never arrived in time, and even when they did, they only saw Hassan show them the middle finger and disappear.
The League went to Leon's building several times, but they never found him at home.
And at that moment all citizens of Gotham strongly rejected the League, they wanted Hassan by their side.
The reason was simple, the crime rate in Gotham was zero during the last one month, no one dared to commit a crime.
For Hassan killed even the corrupt police.
He did not spare anyone who participated in corruption, no matter what was the reason why they participated in it in the first place.
Hassan's judgment was relentless and inevitable.
The fear in the hearts of every Gotham resident who thought of committing crimes was profane.
However, the sense of security that the people of Gotham had was overwhelming.
Several residents made graffiti of Hassan praising him almost as if he were the incarnate messiah.
Everyone understood that he had a line that he would never cross. No matter how much honest police or good people tried to harm him, Hassan would never retaliate.
He would just go away, like a ghost.
But if a person had harmed an innocent and had not paid the price for it.
The story would change, and he would become the embodiment of death.
No conversations, no second chances, no negotiations.
Only death.
If a criminal served a fair sentence for his crimes and got out of jail, Hassan would not go after him unless that criminal committed crimes again.
Gotham had seen the deaths of more than 1.032.500 people in a single month, however, in the following month, there were no deaths other than natural causes.
All the money from criminal organizations was donated to orphanages and hospitals around Gotham up to the last penny, Hassan was left with nothing he found.
And the criminals' books of account that were handed over to the police confirmed this.
