Now here are some of the rankings I've came up with to help your reading experience, mind you none of this is Cannon I'm not even sure if it'll go well with the whole naruto scheme...ohh well here goes nothing.
SHINOBI POWER LEVELS.:
Power levels for the shinobi, is stats and numerical base since we'll be reading the novel from a point of view of a modern day mentally sort of.
[E CLASS] Shinobi: These are shinobi who have finished there shinobi training and fresh on the battlefield. They have zero experience and basic levels [Shinobi Arts]. They can be comparable to the genin in canon but more on the strong side since it's a war torn era and all that.
[D CLASS] Shinobi: These are shinobi who have started accumulating mission merits and are considered to have gained some experience in the battlefield. They have a more refined and powerful set of skills than the class below them, the only difference being their chakra levels, it's just twice as abundant than the class below. They can be comparable to strong chunnins from cannon or weak jonins like ebisu.
[C CLASS] Shinobi: Shinobi at this level have far superior chakra reserves, accompanied with devastating techniques and formidable battle experience so much so that, it is at this level that shinobi start leading their own team, becoming personnel in-charge of mission operations. They can be comparable to strong jonins like Kakashi or Gai.
[B CLASS] Shinobi: Most shinobi clans will have their clan leaders and elders at this rank. the power difference between the shinobi of this rank varies on numerous things such as bloodline limits, battle experience, special ninjutsu etc in short, not every shinobi at this rank have the same power. They can be comparable to Kage's who's power is on the weaker side like the sannin, Mei, minato, tsunade, 4th raikage and gaara.
[A CLASS] Shinobi: The more powerful shinobi clans have their clan leaders at this rank. They are the epitome of who shinobi are, mastering the [Shinobi Arts]to perfection with deep chakra reserves and destructive ninjutsu. There is a difference in power among shinobi of this rank as well, though is not much of a difference like the class below but at this rank a slight difference in power can be deciding factor of life and death. They can be comparable to strong kage like tobirama, ohnoki, 2nd tsuchikage, 3rd raikage and so on.
[S CLASS] Shinobi: These shinobi are rare and far in between even among the most powerful shinobi clan, probably only their clan heads will reach this level of strength it's at this level that the true advantages of bloodline limits comes to fruition because having a Kekkei genkai at this level will make you many times more powerful than foe's on the same level. This was the rank madara and hashirama got up to during their peak I.e final battle at the valley of the end just after the formation of the hidden leaf.
[SS CLASS] Shinobi: At this rank were already approaching the ranks of gods this rank can be said to be the demi-god rank. Comparisons being sage of six path, madara six path mode, obito six path mode, naruto and Sasuke six path mode. There is a obvious distinction of power between the individuals of this rank but the only difference in power among demi-gods, is who is more divine than the other.
[SSS CLASS] Shinobi: The rank of gods wielded only by the members otsutski clan because of their divine bloodline. This rank doesn't measure the level of your power but more like the level of your status, after all this is the rank held only amongst the godly beings who wield power beyond the mundane recognition.
STATS:
I'm making the maximum for stats as 100 anything beyond that it's godly beings who can snuff out the whole naruto world, even the otsutski have their stats among the hundreds.....if you find it annoying.

SHINOBI CLAN TIERS.:
[TIER: 1] Clan: These are the shinobi clans with no organisation they are usually formed by rougue shinobi and clan-less ones. The most prominent of shinobi clans started off this way. Their member count range from 15 - 60 with their fighting force usually consisting of [E CLASS] shinobi and a few [ D CLASS]. These clans have no leader just numerous figure heads that operate on their own and together when they feel like it.
[TIER: 2] Clan: It is at this level that a shinobi clan starts taking its true form. Most shinobi from this clan usually have the same chakra attributes and they've begun developing shinobi arts unique to their clan. Their member count is usually from 100 - 150 and their fighting force is very efficient consisting mainly of [D CLASS] and a very few [E CLASS] it is at this point the shinobi clan appoint a leader to over-see all clan activities. The shinobi chosen for the leader role is usually the strongest within the clan. The leaders among these clans usually have a power level of [C CLASS].
[TIER: 3] Clan: During 'the warring states era' most shinobi clans were at this level having already been in existence for a few generations prior. Their member count is usually in the 400s. These clans have already develop their own unique [Shinobi Arts] usually being specialise in atleast one aspect of [Ninjutsu]/ [Genjutsu]/ [Taijustsu]. The civilian nobility class usually hire among these tier of shinobi clans, powerful in their own right and much more affordable. Their fighting force consist mainly of [C CLASS] shinobi, with a few [D CLASS]. [E CLASS] shinobi in these clans are usually only responsible for wartime logistics.
[TIER: 4] Clan: The powerful shinobi clans are among this tier. These clans are similar to the [TIER: 3] clans, in that they have similar member counts and fighting force the only difference being members from these clans are born with a special power, most of them having unique bloodline limits or having a special kekkei genkai due to the mastery of their chakra natures, hence making their members a few notches more powerful than the [TIER: 3] clansmen. The Yuki clan who are specialist in [Ice Style] belong to this category. Leaders within these clans are usually [A CLASS] shinobi.
[TIER: 5] Clan: Clans at this tier don't necessarily need a bloodline limit or specialise kekkie genkai. All they need is a [S CLASS] shinobi as their leader with the ability to procure an elite fighting force of [A CLASS] shinobi and a regular fighting force of [B CLASS] shinobi and below. They are the clans mentioned when talking about the strongest shinobi clans with capability of making the daimyo dispatch missions to them. In this war torn era any shinobi clan capable of accepting a mission by the daimyo is usually considered to be the the strongest shinobi clan in that nation if not the strongest, then ONE of the strongest. The senju and uchiha were among this tier when madara and hasirama where the respective leaders.
CIVILIAN NOBILITY RANKING.:
The civilian nobles within the elemental nations have 3 rankings among them and no matter how high or low your ranking is they can only answer to the daimyo of the nation apart from that they are responsible for the infrastructure and protection of anything within their lands. That's where the shinobi come in, the amount of wealth one possess depends on your nobility rank, the richer you are the better the shinobi you can hire and the more secure your interest will be.
[1st CLASS] Noble.: Civilian nobles with 5 or more major cities within their lands. They are among the wealthiest within their social class, in terms of wealth and prestige they are below only to the daimyo
[2nd CLASS] Noble.: Civilian nobles with 3 to 5 major cities within their borders. When it comes to wealthy class of nobles they are among the average not the wealthiest but the can still eat with them at the same table. They are amongst the noble circle, who use the shinobi clans for their interest the most.
[3rd CLASS] Noble.: Civilian nobles with only a single major city within its borders. They are the poor amongst the wealthy nobles, usually being the target of higher class nobles and since their territories are not as profitable as their other peers they can't hire prominent shinobi clans to protect their interest, being capable of only hiring [TIER:1] and [TIER:2] shinobi clans. Which their betters can also do, only with more higher tiered shinobi clans.
PS: Civilian nobles can rise up in rank by upgrading their existing towns to major cities or by conquering neighbouring lands to increase infrastructure and the amount of cities in their control. All noble rankings in a nation are handled by the daimyo.
