For a country/city/state/etc. the higher the literacy rate the better. For individuals, the fewer that are literate, the more important and valuable of a skill it becomes.
Even if you were the only person who was literate, you'd at least be able to record, collect, and analyze data way more efficiently than all others.

Chapter 764: Can Opener Bridge
The Can Opener Bridge is a perfect example of horrendous design. It's as the name suggests a bridge. This bridge is however slightly too low for a typical tall semi-truck to pass under. This results in numerous destroyed trucks each year.
Of course there are numerous warning signs, but just as many idiots who believe that they're immune.
Raising/ lowering that bridge is only somewhat possible. Directly under the bridge underpass, you have the server. On top of the bridge, you have a railway. A few years ago they were able to raise the bridge by 8 inches, which massively reduced the number of incidents. Emphasis on how it only reduced the number of cases.
