He was just looking for a reason to spare the guilt of having to massacre millions again and, hence, approached Zahara and Yeyin. He could certainly get past the slaughter as he was already a slaughterer, but it was not something he would like to do unless forced to, and the current him was already so strong that he could clear the enemy forces with little effort.
