2nd layer is for noble family or rich people with clean roads and rich houses / buildings

Albert And Adger went downstairs to Ow's Inn to eat .. after that they started walking towards Owl's Adventurer Guild

" but it depends on you.. how you want to die, by the hands of adger or by my hands.. if you die by adger's hands you might just might able to rest in peace but if you died from my hands you will become part of this chair for eternity.. you soul will be trapped inside this chair and this chair of mine is far more cruel place than hell itself.. it's your choice guild master "

Albert went to main hall inside Owl's Guild where adger was
