Chapter 25: New Orders
"We're going to build a city!"
Alex looked around at the wide eyes of everyone in the silent cabin room, and continued, "We will upgrade all ten villages into towns, and we will build a city in the central clearing of the biome."
Alex, not giving his subjects any time to process what he just said continued,
"All of you will take temporary command of the a town, and will be given a seat on the governing councel of the city. I will take the seat of council leader as the city mayor, and Jeffrey will manage the council as the city manager. Any questions?"
Alex wasn't bothered by the silence in the room, in fact, he expected. He wanted everybody in the meeting to get used to situations like this, as they would be key members of his throne one day.
Lara was the first to finally say something after sneaking looks around the room, "Your Highness, I would like to ask to be become the mayor of the hidden cloud village when it is upgraded to a town."
"Very well," Alex nodded at Lara, it was not issue for Alex to reward this village chief and bring her into his inner circle, she had proven her smart and quick-thinking capabilities with house she responded to the king's decree.
Turning to Jeffrey, Alex said, "Jeffrey since you will be the city manager, for now, you won't get a town to mayor over. I will not not get as well. The remaining nine will be for my disciples to split and govern."
Looking at his hesitant disciples, Alex nodded, "You guys may choose, first come first serve."
Emperor Jr looked had been looking at Alex the whole time with his mouth slightly open, he took a deep breath and said with a slight crack in his voice, "I would like the Hidden Weapon Town."
Alex nodded, "Good."
Heaven Jr spoke next, "I'd like the Hidden Lake Town."
Sword Jr spoke up, "I'd like the Hidden Sword Town, Master."
Lightning Jr raised her hand, "I want the Hidden Spear Town Master."
Hell Jr said quietly, "I would like the Hidden Blade Town."
Dragon Sr slammed his left hand on the table, "Me too, Me too, I want the Hidden Rock Village, I mean Town."
Beast Jr raised his muffled voice, " The Hidden Boulder Town, Master."
Ice Jr said peacefully, "I want the Hidden Mist Town, Master."
Fire Jr said while rolling her eyes helplessly, "I guess I'll take the Hidden Knife Town, Master." Seh had just gotten again from having to deal with managing people, and now her prince charming had put her right back in that role. What was she to do?
Alex nodded at all his disciples, "Good, very well."
"After we upgrade the villages into townships, you all will take position and carry out your new roles. For now, you will take the position of village chief and ready the villagers for the changes to come."
"Yes, Master!" x9
"Yes, your Highness!" x2
Alex kept on talking without taking a break, "Your first goal once you take leadership position is to build up defenses of the villages. You will create a security force for each village."
"For now, the security force of each village will with start out with 150 members, age 12 to 18, abled body male. I will give out a myriad cultivation and martial art techniquse for them to train in. What do you guys think?"
Alex stopped talking to give everybody some time to catch and process the orders he was dishing out. Jeffrey seemed to had long broken out of his daze and was fully focused on Alex, there was a bright gleam in his eyes while he sat with his hands clasped, "Your Highness, how would you like to carry out the upgrade from village to town. I believe there are some basic population requirements imposed by the kingdom before a populace can apply for a title upgrade."
By now, Alex had figured out some things about the god and devil world. He had figured out that compare to his old world, the modern civilization of Earth, the god and devil world was about 900 times bigger on a one-to-one size comparison, it was about the size of 3 Jupiter's of his old solar system.
He came to the conclusion looking at the size of the great biomes, which was around the size of the African continent on Earth, yet here it was just a province of the average sized Rain kingdom. Time was a little slower in this world, and there was 36 hours in a day, with 18 hours of daylight, and 18 hours of nighttime.
There were three major continents in the god and devil world, The Godland continent, The Devilpeak continent, and The ThousandBeast Continent. The Rain kingdom was located on the Godland continent, and was surround by 2 large kingdoms, 4 medium dynasties, as well countless city states and merchant unions. The population on all three continents had already reached an incredible level, far surpassing trillions.
"Indeed, Jeffrey, thank you from bringing that up. For anyone else who doesn't know, to establish a simple village in the rain kingdom, a population of 1500 is necessary. To upgrade a village to a town, a population of 10,000 needs to be reach, and to upgrade to a city, a population of 1 million is needed."
The disciples and Lara gasped in shock, "A million?!"
Alex let out a breath, "Yes, it is a large number but not impossible. Once we clear deeper into the biome, we may be able to pull of some miracles. After all, there are towns and even a city in the deeper biomes!"
Another shock went through the room, this was indeed something not well known through the kingdom, as the great biomes was somewhat cut off from the kingdom and each biome had its own system of supervision.
Still, the kingdom had ways of stay informed on the situation within the great biomes, which is how they knew that there were indeed townships established with the Flame, and Frost biome, as well as a city that was established in the desolate biome.
Lara looked at Alexander quietly as she was also aware of this news. Staying in the biomes, you hear some news of what's happening in the nearby biomes every now and then. The city in the biomes was something of a legendary existence to the people of the biomes and it was rarely discussed about in public.
She was indeed surprised that the kingdom had taken notice of the ancient city. She secretly hoped she didn't take her people down a path of struggle, after all, that was the mysterious city of the great biomes, and now the prince of the kingdom was here to take command, and he even had the golden decree of the king. Oh, how troublesome a situation they were in.
Alex retook control of the room, "The current population of the villages are far from enough to upgrade them to a township. However, we can build the infrastructure needed first to be ready for the increase in future population, in fact, I prefer it that way."
"I will need you gather up a labor force after you take leadership role, it will need about 300-500 people per village. Use whatever you need to use to motivate them and reward their hard work. I will give you 100,000 gold coins to start you off, use it well."
Alex threw 9 High-grade spirit stones at his disciples and 8 mid-grade and and 20 small spirit stone at Lara. He also threw a pile of manuals on the table.
"These are some basic martial arts and the public cultivation technique of the rain kingdom, The Rain Drop Cultivation Chronicles. Don't forget to train your security force rigorously, treat them good and pay and feed them well. In three months, I want them trained up, and I want the new infrastructures for the future townships built in the next 6 months.
"These are your new orders for now, Understood?"
"Yes, Master!" x9
"Yes, Your Highness!" x2
"Good, Jeffrey, help them with training the villagers in this time period."
Alex stood up and smiled, "Guys, don't forget your cultivation as well. I know i'm dumping a lot on you at once, but I believe in you guys. My disciples will not fail, I expected all these goals to be met."
"I will be focused on cultivating here. We will hold a meeting in three months in this roof to report your progress and check your cultivation. Meeting dispersed."
The disciples stood up one by one and bowed deeply before walking out of the meeting room, followed by Lara and Jeffrey. Once Alex was the only one left in the room, he let out a deep breath.
Turning his chair slightly and looking out the large window behind him, Alex whispered, "I'll leave it you guys for now, I need to cultivate and catch up with my brothers as soon as possible or we won't stand a chance."
