That's true. If he brainwashed them, that wouldn't matter if he conquered that land and deposed them appointing his own governors anyways. Targaryens aren't people Damian approves of. Plus Damian wants to build his own empire up to such a level that it stomps over his enemies. He has already condemned slavers in his mind and the Lords of Westeros are parasites in his eyes. Conquest is also good for people's moral and belief in their martial superiority. If he does everything for his people- it would just lead to a weak lazy nation. From an author pov: Conquest is more fun to write about. :P

You'll have to see in the next chapter but there are other ways to empower people than titanshifting. The existence of the Ackermans proved that the Founding could tinker with genetics to create bullshit supersoldiers. That's all I'll say.

Probably not for a few more chapters. Remember, it takes a while for information to travel across Essos and then into Westeros. The Lord of Westeros will likely brush it aside as tall tales and hearsay. It wouldn't be until the Empire has operated for a year and conquered territory when Jaehaerys' court would notice.
