You are correct, he has virtually limitless access to new Necrons, but they don't have souls. I don't know whether Cybertronians have souls, but the Necrons surely won't.
I have fused the Creation Matrix with myself. I added it to my boundless potential and completely overwrote the original purpose. Primus holds no sway over me. I now have the power to create more Cybertronians, or Necrons with the skills of Cybertronians. This will elevate my Dynasty even higher and the Necron Empire will grow more powerful and versatile.

Vos — ruled by a Starscream-headed criminal syndicate — sent its athletic team to bomb Tarn, which was ruled by Shockwave and blamed Iacon as the culprit. As with all plans by Starscream, this cocked up — Tarn realised Vos had attacked it, and war broke out that devastated both cities. Iacon happily let its rivals beat on each other. During the conflict, Optimus Prime tried to get the Overlord to safety but Megatron secretly ensured the leader starved to death; once the war ended, Megatron used his fame and charisma to convince the war's survivors that Iacon was at fault for not stepping in to prevent the war and that Iacon was the enemy. This angry mass became the first Decepticons.

This one is dead, like completely. He has absorbed all of the energy completely. The others whose shards he uses as fuel for weapons and the like are still 'alive' in the C'tan sense.
The energy rushed through his body and started to seep into every little atom that made up his existence. The nanomachines worked tirelessly to integrate the energy perfectly and make it part of Hasyn. His eyes glowed in a bright green and the surrounding air cracked as space-time adjusted to the new being that was Hasyn the Relentless ... Hasyn the Godslayer.
