Oh my God, are you reading backwards? His goal has always been the same: SECURING the Vale in order to secure his own position at the same time. NOT the Iron Throne, because he knew that as long as history followed its original timeline, the dragons of both the Greens and the Blacks would die during the Dance, and he would then be the only REMAINING Dragonlord on the continent (along with his family members), making him the de facto king of Westeros without having to lift a finger. Otto is what we call a necessary evil. He is just as much of a nuisance to him as he is to Daemon, Corlys, and even Viserys, but his primary importance at this stage of the story lies in the fact that he reinforces and crystallizes the grudges between Alicent and Rhaenyra, which will ultimately lead to the Dance. As for killing, I already explained in the previous message that not liking it doesn’t mean he won’t do it, especially when HE isn’t the one doing it directly. Whether it’s about the throne or killing people, there is no excuse. It’s simply not the right time, so be patient and stop spamming things that have nothing to do with it.

I don't like it doesn't mean I won't do it, it just means he doesn't PLEASURE in it, he doesn't like unnecessary deaths either but he does it when necessary and also has people who get in his way executed by his subordinates.
