I see where you’re coming from, but the purpose of the senate isn’t just to make decisions—it’s also about fostering unity and building a more cohesive society in his faction. While regular meetings may seem too frequent to feel significant, they’re essential for maintaining balance and encouraging interaction between members. Right now, the meetings only happen every five years because transportation is limited—it can take months or even years to travel from Japan to Europe. However, as transportation improves and Isaac’s pack expands, I envision establishing a central HQ, a hub where envoys and different species can live/travel to, and work together to promote a more advanced and unified society on a day-to-day basis. For now, regular meetings are just that—routine gatherings. The more significant ones will be either emergencies called by Isaac or rare events, like the once-in-a-century meetings where even long-absent members like Kazan attend. These gatherings will carry more weight and serve to reinforce the broader goals of the senate. Also glad you like the story so far, will be happy to hear your ideas.
The Senate gathers every five years, and every proposal and decision are reported to him, allowing him to manage the bigger picture, while not being directly involved when he doesn't wish to be.

Don't really know how to answer that. How quick or slow the story is, is relative to the reader. In one's opinion it could be too fast, in one's too slow, for me it's perfect... It is going to keep a similar pace throughout the story, at some points it will be faster, at some even slower but it will follow most of the most important events in Isaac's life with a time skip basis.
