I think you need to keep in mind that maybe if one village decides to wage war against Konoha, they can get attacked by other villages, and I don't think there is enough trust between the villages to form an alliance. Another thing to keep in mind is that if every village has its own agenda(resource, revenge, power, just to prove their village is the strongest), the simple act of attacking a severely weakened village becomes overly complicated.
