I think a perfect upgrade would be something similar to extremis from iron man 3 or the comic book version.

Also his body has somewhat contradictory instincts. For example how saiyans, martians, and viltrumites fly are all different. So it’s like having a single controller with 1000 buttons on it and no tutorial. So his lack of all his abilities are due to that and also some of them are locked because of reasons that will spoil parts of the story. So basically because plot and story arcs

So basically he is a hybrid and will become perfect I think your misunderstanding the title of the story for the actual plot. He will eventually become perfect or at least close to it yes. As of currently mainly for plot reasons he is strong but not perfect. In universe the main problem is that he is essentially a bunch of the strongest species dna that Cadmus could get their hands on. This comes with its own problems though as his consciousness is still human even if his brain isn’t.
