That's incorrect. Curse affects normal type pokemon. Curse and Confuse Ray, despite being ghost types, can hit normal type pokemon. Also, in Gen4 Curse was a ???-type move.
We can't waste time or Cyndaquil just Curses us and disappears in a massive Smokescreen.
