Ghidorah is a chaotic foreign entity in this story. The Phoenix, through its mission, is the perfect enemy for Ghidorah. When it says it represents order, it doesn't mean it personifies the concept. Rather, it means that what it represents is the opposite of Ghidorah, who is an outsider in this universe and thus an uncontrollable variable. The mission of the Phoenix Force is to ensure an eternal cycle of creation and destruction, while the other is an entity of pure chaos and domination. In short, this isn't a mistake on my part.
