Yes, three wishes for the namekian dragon balls. But you wrote that Porunga disappeared and the dragon balls scattered in this paragraph (after 2 wishes), but continued writing as if he hadn't. Vegeta mentioning to wish for his immortality and more at the end of this chapter. So I'm assuming you left this paragraph by mistake when writing the chapter.

Also, Porunga can only revive one person per wish because Namekians don't believe in reviving the dead. Not due to a lack of power but due to a rule placed on it by it's creator. This rule was later removed and mentioned during the Buu saga. Originally, it was the earths dragon balls that revived everyone, with the help of King Kai communicating with those on earth.
Going by later text, I'm going assume you left this by mistake (having the dragon balls scatter after only 2 wishes). And was the wish to revive everyone after or before Gohan died? And what about Raditz?
