Also suicidal levels of willingness to mess around and experiment. Orochimaru pulled off insane stuff and probably could've gone way farther if he wasn't obsessed with entering an underage boy's body (dude was at least on Jiraya's level), Tobirama was a Senju, but he was terrifying for his ability to do absolute bullshit with technique rather than big attack go bang. Sasori was a kafkaesque nightmare, but didn't rely on bloodline to do it, and Konan was a random civillian until Jiraya found her. And you still did have some really strong civillian ninjas otherwise. Jiraya caused Pain some problems, and would've been even MORE busted if he kept training rather than perving 24/7 while trying to find the chosen one or whatever. The autism of youth squad could square up with the best, the undying dudes from Akatsuki didn't rely on bloodline. Hell, Sakumo Hatake had a whole village shook just by existing and he just had a sword. And the old flying dwarf who claimed to be using 'Dust Release' by casting fucking NUKE also existed. I mean, don't get me wrong, Kishimoto's eyeball fetish and general cosmic alien eugenics program took over the plot, but there's loads of cool shit that can be done... And like, you could always just try being an actual nina rather than a punch wizard lol. Lots of options
Power was dictated by blood and bloodlines were everything. The legacies of powerful clans reigned supreme.
