I don't agree with you(Luffy has the strongest devil fruit). There are at least 5 stronger fruits (Lightning, Light, Perona fruit, Luck fruit).
Also, the MC will befriend Luffy, he has no logical reason not to.

Why the Magma magma fruit? because I think that devil fruit is so overpower even tho it's potential is lower than the lightning fruit.
