Tbh for a great empire, rome isnt a perfect capital city. For an empire centered around the mediterranian, sure, but for the rest of the world, its geographical location is only limiting. Id say itd have to be somewhere around the current Frankfurt or Paris area or anything in between like luxembourg but luxembourg is too hilly to create a big city (for european dominance)
