Unlikely, since the Eye of Terror does not follow the Materium's physics, it's kind of an intersection of the Warp and realspace, meaning its stability is tied to immaterial forces beyond gravity and conventional energy, But the Singularity cannon could do localized destruction, I think a dent. Anyway that's what I think I ain't no Astrophysicist.
